e , <br />A motion was made by Councilman Wunsch for the adoption of the Resolution. Council- <br />man Malone seconded the motion which carried 7 ayes, 0 nays. <br />City Manager Greene requested authorization to prepare an ordinance regulating <br />insulation in new and remodeling construction. The need for such regulation was <br />reviewed by the City Manager and City Attorney. <br />Scotty Norrell, local insulation con'-ractor, spoke in favor of the proposed reg- <br />ulation stating that some contractors were installing insulation that was less than <br />standard. <br />Steve Burgin, Fire Marshal, also presented comments citing the fire hazard involved. <br />Following discussion, Councilman Wunsch made a motion to authorize preparation of <br />the ordinance. Councilman Williams seconded the motion which carried 7 ayes, 0 nays. <br />City Manager Greene submitted a request from R. L. Stapleton and Louis Magee for <br />water service in the "gray area" on Cope Lane and recommended approval. A motion <br />for approval was made by Councilman Fisher' seconded by Councilman Maione. The <br />motion carried 7 ayes, 0 nays. <br />Councilman Stone, Chairman of the Committee appointed to study the request of the <br />City of Reno for sewer service gave a brief report 'saying that the committees <br />were continuing to meet and function. <br />City Manager Greene requested authority to advertise for bids for the overlay of <br />two tennis courts at Culbertson Park.and one basketball court at Record Park. It <br />was noted that'the overlay would consist of l%" of asphalt over the existing <br />court surfaces. Mayor Brunette called for a motion to receive bids oti.Wednesday, <br />March 8', 1978 for consideration at the regular Council meeting Monday, March 13, <br />1978. A motion was made by Councilman Wunsch, seconded. by Councilman Visher and <br />carried 7 ayes, 0 nays. <br />City Manager Greene reviewed the City of Paris water and sewer revenue-bond <br />position and the recommendations made in the report on water and sewer rates for <br />the City of Paris. He recommended that the interim-rate established in that <br />report be maintained at this time. <br />Mayor Brunette officially received the report and called for a motion to. maintain <br />the interim rate on water and sewer charges. A motion was made by Councilman <br />Fisher, seconded by Councilman Wunsch to maintain the interim rate. Thd motion <br />carried 7 ayes, 0 nays. <br />Mayor Brunette declared that the Council was now in executive session and the <br />regular session was closed. <br />City Attorney Haynes discussed claims against the City. <br />Mayor Brunette declared the executive session closed and the regular session open <br />stating that personnel matters were discussed concerning the position of City <br />Manager and that the Council had established April 1, 1978 as the deadline to <br />receive applications for the position. <br />Under discussion items, Reeves Hayter of Hayter Engineering presented a report <br />concerning the infiltration /inflow study presently underway. He stated that they <br />were presently monitoring industrial waste at various locations and would be <br />inspecting specific sewer lines by use of TV cameras in the near future. - <br />City Manager Greene reminded the Council of the election calendar and the deadlines <br />involved in filing for office. <br />With no further business appearing, the meeting was adjourned. <br />ATTEST: <br />MAYOR JAMES M.
