City Attorney Haynes presented petitions for rezoning from Victorine Young.on Lot_, <br />City Block 79 -A from a Two Family Dwelling District to a Commercial,District and frc- <br />Charles Hoover on Lots 7 and 14, City Block 112 -A from a General Retail District to P. <br />General.Retail District and Specific Use Permit - Kindergarten School (25). Mayor - <br />Brunette referred the petitions to the Planning and Zoning Commission for study and <br />recommendations and called for a public hearing at the next regular Council meeting. <br />At this time Mayor Brunette welcomed members of the high school government class and <br />invited them to attend any time. <br />City Manager Greene reported that only one bid had been received for the asphalt overl?,T <br />of two tennis courts and a basketball court, and had been submitted by David Buster <br />Construction Co. in the amount of $5,174.61. He noted that there was little difference <br />in this bid and.one received last October and reasoned that because the job was small, <br />only one bid was submitted. He recommended award of the bid because the courts -are <br />presently unplayable. <br />Councilman Wunsch made a motion to accept the bid of David Buster Construction Co fc° <br />the work. Councilman Williams seconded the motion which carried 7 ayes, 0 nays. <br />Mayor Brunette called for a motion to authorize a Resolution awarding the contract for <br />the overlay work to David Buster Construction Co. Councilman Wunsch made the motion <br />which was seconded by Councilman Fisher. The motion carried 7 ayes, 0 days. <br />City Manager Greene reported on his appointment of Charles G. Whitley as Chief of <br />Police, reviewed his qualifications for the position and requested confirmation of the <br />appointment from the Council. Chief Whitley was unanimously confirmed on a motion by <br />Councilman Malone, seconded by Councilman Wunsch. <br />Mayor Brunette recognized former Police. Chief Loyd Mathews, who was in attendance, <br />expressing appreciation for his service to the City of Paris. <br />Councilman Stone, chairman of the committee to study the request of the City of Reno <br />for sewer service gave the following report: <br />The Committee appointed to study the request of the City of Reno for <br />sewer service met again at 7000 P.M., March 10, 1978. It is recom_i.- <br />ended that charges for sewer service to the City of Reno be established <br />on June 30, 1977 costs at 34.6 per 1,000 gallons delivered to the <br />City °s system, not to exceed two points of discharge to the City's <br />system, those points to be (1) to the 27" sewer main and (2) to the <br />southeast pump station. Further, it is recommended that a charge of <br />30.5 based on June 30, 1977 costs be established per delivery to <br />the 27" sewer main only. These prices will escalate on an annual basis <br />based on prior years cost. <br />JIMMY D. STONE <br />DAVID PHILLEY <br />RAYMOND S. WUNSCH <br />City Manager Greene stated this recommendation is to get Reno started and to enable <br />them to proceed with their decision making concerning sewer service. <br />Councilman Williams made a motion that the report and recommendation of the Committee <br />be accepted and approved. Councilman Wunsch seconded the motion which carried 7 ayes, <br />0 nays.. <br />Resolution Pao. 1855 authorizing condemnation of a utility easement across property <br />owned by John C. Culpepper, Jr. was presented by City Attorney Haynes, who explained <br />the reasons for the action. <br />
