MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />March 15, 1978 <br />A Special Meeting of the City Council was held on Wednesday, March 15, 1978 at 5:15 P.M. <br />with the following Councilmen present: Mayor James M. Brunette; George Fisher, Jr., <br />Michael Malone, Jimmy Don Stone, Walter F. Williams and Raymond Wunsch. <br />The meeting wag held jointly with the Lamar County Commissioner's Court with the <br />following Commissioners present: Judge Lester Crutchfield, Gene Buster, Bud Peace and <br />Jimmy Sparks. <br />City Staff present were City Manager H. C. Greene, City Attorney T. K. Haynes and <br />Acting City Clerk, Joe N. McCollum. <br />Mayor Brunette called the meeting to order and declared the Council in.session. Judge <br />Crutchfield declared the Commissioner's Court in session. <br />Mayor Brunette declared the Public Hearing open to coilsidet an Addendum to the Ambulance <br />Service Contract. He stated Cass Ambulance Service, present contractor, proposed to <br />assign the contract to L. P. Mctuiaton Regional Medical Center for the remaining time <br />period on the contradt. <br />City Attorney Haynes read the proposed Addendum to the contract. <br />Mayor Brunette called for comments or questions from the audience. <br />Loraina Blackburn questioned the new name of the service. Lewis Robertson, Adminis- <br />trator of McCuistion Hospital and Thomas Steeley, of the St. Joseph's Hospital Board <br />responded to the question saying it would be referred to as "Ambulance Service." <br />Jerry Edwards asked if new bids would be received for the service when the current <br />contract expires. City Attorney Haynes answered this in the affirmative. <br />Chester Flenniken asked if emergency service would be provided from Paris to another <br />town if a person were unable to pay. City Attorney Haynes replied that the contract <br />states this service would be provided. <br />Judge Crutchfield stated he would like to see wording in the contract that would <br />require a licensed funeral home to pick up dead bodies from either hospital and not <br />allow the ambulance service to transport any dead bodies. <br />This was discussed at length and it was agreed to insert wording in the contract to <br />exclude the ambulance service from transporting dead bodies. <br />Councilman Fisher questioned the management of the service. Lewis Robertson responded <br />saying the L. P. McCuistion Community Ambulance Service would be the contractor and he, <br />as administrator, would manage the service. Charles and. Mike Cass would be department <br />heads of the hospital and perform the service. <br />Councilman Malone questioned Cass Ambulance Service right to sell or transfer the <br />equipment to the hospital as public funds had been used to partially pay for it. Mr. <br />Robertson responded saying the subsidy from the City and County is applied to operating <br />cost and there is non left over for capital expenditures. <br />Councilman Fisher asked Mr.- Steeley if there were conflicts between the two hospitals <br />over the service. Mr. Steeley replied that under the circumstances he felt this was <br />a satisfactory arrangement. <br />City Attorney Haynes read the addition to the contract requested by Judge Crutchfield. <br />Mayor Brunette declared the public:hearing closed and called for the reading of the <br />Resolution. <br />Resolution No. 1856 authorizing the assigtment of the ambulance service contract from <br />Cass Ambulance Service to L. P. McCuistion Community Ambulance Service was presented. <br />
