City manager Greene advised Councilman Malone that some new breathing apparatus <br />has recently been purchased and that he had discussed with the Fire Chief his <br />equipment needs and will have a recommendation for consideration in the next budget. <br />There being no further business, the meeting adjourned. <br />MAYOR JAMES M. McCollum, Acting City Clerk <br />MINUTES OF SPECIAL MEETING OF THE CITY COUNCIL <br />January 16, 1978 <br />A Special Meeting of the City Council of the City of Paris was held Monday, <br />January 16, 1978 at 7:00 P.M. Mayor Brunette called the meeting to order <br />with the following Council members present: George Fisher, Jr.-, Michael Malone, <br />Dave Philley, Walter Williams and Raymond Wunsch. Staff members present were <br />Acting City Manager H. C. Greene, City Attorney T. K. Haynes and Acting City <br />Clerk, Joe N. McCollum. <br />Mayor Brunette announced the first item for consideration was a Public Hearing <br />on the Utility Rate Increase requested by Texas Power and Light Company. Before <br />opening the hearing the Mayor stated the Council's concern about the request <br />and presented a Committee Report, to the Council, outlining the proceeding of <br />the meeting that he, along with Mr. Greene and Mr. Haynes had attended in Austin <br />on January 12, 1978 to discuss the rate increase. The report is as follows: <br />David Smith, City Manager of Waco presided stating that Waco had <br />engaged Don Butler to intercede for 10 -12 cities due to the brief <br />time frames that existed due to the time that TP &L filed for the rate <br />increase. The action of Waco in no means automatically involves <br />all cities but has kept the door open for further action by the <br />TML cities. <br />Don Butler stated that the time frames are very short thus <br />requiring fast aetion'by.cities. <br />January 2 was the date filed for pre - hearing conference. Cities <br />must intervene within 10 days. So the TML filed a blanket <br />motion for all cities involved to intervene and then this leaves <br />the door open for any city to formally intervene if so desired. <br />Public Utilities.Cormnission schedules: <br />January 13: Touche -Ross, the consulting firm engaged by the <br />vote of cities present, will file any information <br />gathered pertinent to the rate increase that is of <br />interest to the cities involved. <br />February 3: Date for TP &L to file answers to the report. <br />February 13: Testimony received by Public Utilities Commission. <br />February 19: Date for individual cities to file their own protest. <br />February 27: Hearing before Public Utilities Commission and <br />formal ruling. <br />Dates for rate increase unless intersession has taken place: <br />January 25: Rates go into effect unless suspended for 120 days.- <br />
