4. y <br />A. <br />May 25: 120 days later end of suspension, can suspend for <br />additional 30 days. <br />April 25: Critical date, Company can put rate into effect under <br />bond unless having been acted on by cities. <br />After the PUC rules in the rural rates case, the cities may either <br />adopt the rate recommended ,ifi the RRC (this will probably .happen <br />if the rate is close to the �'ouche -Ross report); or file 'with the <br />Company what they feel is a just and fair rate. In this.case, <br />the case would be appealed to the PUC for final ruling. TP &L <br />will pay for the consultant on a consolidated effort by TML <br />cities, but will not pay for consultant on separate ventures or <br />TP &L will receive a surcharge for added expense if forced by <br />separate cities. <br />David Smith was elected chairman of the group; Touche -Ross chosen <br />as consultant by group and in turn will check TP &L records and <br />have initial report by January 13 to PUC; appointed steering <br />committee consisting of one person from each city that filed <br />intent'to intervene (Cleburn, McGregor, 14aco, Sherman, Denison, <br />Alvorado, Palestine, Springtown, Tyler, Mineral Wells, Grapevine <br />and two moeei.,­Don Burtler was engaged as head legal council <br />assisted by Earl Bracheen, one other and T. K. Haynes. Cities <br />will receive a weekly news letter as to possible recommendations <br />of the steering committee. Representatives from the different <br />cities may write recommendations and send directly to Don Butler. <br />Cities need,to work on PR and explain exactly how the rates <br />asked for will effect the different classification of rates. <br />It was explained by Earl BracKeen that the increased residential <br />rate was broken out high (25 %) this time because of the very low <br />(Approximately 2 %) at last rate request and the very high <br />industrial rate at last request encouraged industrial inter- <br />vention this time. <br />It was indicated and strongly felt that the fuel adjustment <br />numbers be audited monthly by an accounting firm on an on going <br />basis since these figures play such a vital roll in the actual <br />utility bill of the consumer. <br />Mayor Brunette than declared the Public Hearing opened and called on Texas Power <br />and Light Company representatives to make their presentation. <br />Travis King, District Manager of TP &L presented charts and graphs supporting the <br />requested rate increase which averaged 18.4% overall. He stated that spiralling <br />inflation, environmental considerations and the higher initial cost of lignite <br />
