City Attorney Haynes presented the following petitions of zoning changes: H. R. <br />Johnson, Lots 20 and 21, City Block 249 from a One Family Dwelling District to a <br />General Retail District; McClanahan and Holmes, Lot 2, City Block 182 -A and Lot 2, <br />Block B, Finn. Place Addition from a Multi - Family Dwelling District No. 1 to Office <br />District; Leslie Echols, part of Lot 1, Block B, Jefferson Heights Addition from <br />Single Family Dwelling District No. 2 to Commercial District. Councilman Williams <br />referred the petitions to the Planning, and Zoning Commission for their study and <br />recommendation and called for a public hearing at the next regular Council meeting. <br />Councilman Williams declared the public hearing open on the Community Development <br />Block Grant pre - application. Director of Community Development, Joe McCollum <br />appeared before the Council and gave staff recommendations for the following projects: <br />1. <br />Housing rehabilitation (approximately 50 units). <br />2. <br />Acquisition of property for Senior Citizen Center in <br />of <br />the city. <br />3. <br />Park improvements, Record Park and Johnson Park. <br />4. <br />Installation of 6" water mains and /or paving for the <br />a. <br />9th N.W. - Campbell Street to Garrett Street <br />b. <br />8th N.W. - Campbell Street to Garrett Street <br />c. <br />Long Street - 7th N.W. to 8th N.W. <br />d. <br />15th N.W. - Campbell Street to Henderson Street <br />e. <br />10th N.E. - Blake Road to Clement Road <br />f. <br />Cherry Street - 3rd N.E. to 4th N.E. <br />g. <br />17th N.E. - Tudor Street to Blake Road <br />h. <br />10th N.E. - Henderson to Center <br />i. <br />11th N.W. - Henderson to Park <br />J. <br />Park Street - 10th N.W. to 11th N.W. <br />k. <br />16th N.W. - Campbell to Henderson <br />1. <br />17th N.W. - Campbell to Henderson <br />m. <br />18th N.W. - Henderson south to end <br />u. <br />6th N.E. - Garrett to Hickory <br />a. <br />7th N.E. - Hickory south to end <br />p. <br />Williams Street - 6th N.E. to 7th N.E. <br />q. <br />1st N.E. - Pine Bluff to Booth <br />r. <br />12th N.E. - Blake to Hickory <br />a. <br />VanZant - Fitzhugh to 17th N.E. <br />t. <br />Johnson Street - 12th N.E. to 15th N.E. <br />u. <br />Garrett Street - 3rd N.E. to 7th N.E. <br />Councilman Williams called for comments from the audience. <br />the northwest section <br />following streets: <br />Mrs. Gayle Burress appeared requesting that $20,000.00 be placed in the grant project <br />for the purpose of purchasing a building to house the Lamar County Alcohol /Drug Center. <br />No other persons appeared with recommendations. <br />Councilman Williams declared the public hearing closed. A motion was made by Council- <br />man Burnett and seconded by Councilman Fisher approving the recommendation of the <br />staff for Community Development requested projects. Motion carried 6 ayes, 1 nay. <br />Councilman Philley voting nay. <br />
