r 161. <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />November 20, 1974 <br />A Special Meeting of the City Council was held on November 20, 1974 at 5:15 P. M. <br />Mayor J. M. Brunette called the meeting to order with the following. Councilman present: <br />Doyle Whitaker, Joe King, Brad Hutchison, 0. L. Rainey, and W. M. (Dub) Moore Also <br />present were City Manager K. R. Sweatt, City Attorney T. K. Haynes, and City Clerk <br />H. C. Greene. <br />Mayor Brunette announced that the Special Meeting was called to consider the first <br />reading of an Annexation Ordinance. <br />Annexation Ordinance: <br />"AN ORDINANCE PROVIDING FOR THE EXTENSION OF CERTAIN BOUNDARY <br />LIMITS OF THE CITY OF PARIS, PARIS, TEXAS, AND THE ANNEXATION <br />OF CERTAIN TERRITORY CONSISTING OF 219,733 ACRES, MORE OR LESS, <br />WHICH IS LESS THAN TEN PER CENT (10 %) OF THE TERRITORY INCLUDED <br />WITHIN ITS PRESENT CITY LIMITS, WHICH SAID TERRITORY LIES <br />ADJACENT TO AND ADJOINS THE PRESENT BOUNDARY LIMITS OF THE CITY <br />OF PARIS, PARIS, TEXAS." <br />was presented. A motion was made by Councilman Rainey and seconded by Councilman <br />Whitaker that the Annexation Ordinance be approved on first reading. The motion <br />carried: 5-ayes, 0 nays. <br />A motion was made by Councilman Whitaker and seconded by Councilman Rainey that Decem- <br />ber 30, 1974 be set as a date for a Special Council Meeting to consider the final <br />reading of. Annexation Ordinance. The motion carried:. 5 ayes, 0 nays. <br />Mayor Brunette announced that the next order of business would be the interview of <br />prospective architect candidates to be employed for the renovation of the Municipal <br />Building. Mr. Bill Lightfoot, representing Will H. Lightfoot & Associates, made a <br />presentation to the Council. Mr. Lightfoot stated that his proposal would include the <br />following: <br />1. Survey each function to determine needs. <br />2. Develop long range steps - diagrams.. <br />3. Prepare "as is" plans. <br />4. Prepare cost estimates within budget. <br />5. Proceed with drawings, contracts. <br />6. Taking bids. <br />7. Construction supervision. <br />8. Developing changes as necessary. <br />9. Fee for service, 6 %. <br />Mr. B. P. Denney, representing B. P. Denney Architects, made his presentation to the <br />Council. Mr. Denney stated that his proposal included the following: <br />1. Measuring "as is" plans. <br />2. Meet with staff to develop needs /wants. <br />3. Preparation of preliminary sketches and meet to discuss solutions - planning. <br />4. Rework preliminary plans. <br />5. Design, develop specification for certain type equipment. <br />6. Work drawings, take bids. <br />7. On job supervision of work under contract. <br />8. Fee for service, 10%. <br />
