MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />December 9, 1974 <br />The Regular Meeting of the. City .Council was held on December 9, 1974 at 7:00 P. M. <br />Mayor J. M. Brunette called the meeting to order with the following Councilmen present: <br />Doyle Whitaker, Joe King, Brad Hutchison, 0. L. Rainey, W. M. (Dub) Moore, and Sam <br />"M. Stone. Also present were City Manager K. R. Sweatt, City Attorney T. K. Haynes, <br />and City Clerk H.. C. Greene. <br />Prayer was offered by Lieutenant Ron Dohman of the Salvation Army. <br />Mayor Brunette asked if there were any corrections to the minutes of previous meetings, <br />and City Manager Sweatt requested correction of minutes of November 11, 1974, con- <br />cerning the referring of property to the Planning and Zoning Commission for considera- <br />tion of re- zoning. . City Manager Sweatt requested that Tract 2 be.amended to read <br />"all the land between old Jefferson Road and new Jefferson Road, east of Evergreen <br />Street, presently zoned Commercial, be changed to SF -2 ". A motion was made by Coun- <br />cilman Moore and seconded by Councilman Rainey that the minutes be amended to read <br />as above. The motion carried: 7 ayes, 0 nays. <br />Mayor Brunette announced that the first order of business would be consideration of <br />recommendations made by the Planning and Zoning Commission at its meeting on Decem- <br />ber 2, 1974. <br />Mayor Brunette declared the public hearing open on the petition of J. L. Walker and <br />P. R. Berchee for-change in zoning from a Two- Family Dwelling District to an Office <br />District on a 1.56 acre tract of land located on the southeast corner of Austin Street <br />and 10th Street S. E., being Lots 9 through 13, Block 4 of the Felts Fort and Varner <br />Addition, and Lots 1 and 2, City Block 113 -A. Mayor Brunette called for proponents <br />to appear, and A. W. Clem, Attorney, appeared in behalf of the petitioners and ad- <br />vised the Council that an office building was proposed for the property to be used <br />as a doctors clinic, with sufficient off - street parking to comply with the City Code. <br />Mayor Brunette called for opponents to appear, and none appeared. <br />Mayor Brunette declared the public hearing closed, and Ordinance No. 2202: <br />"AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF <br />PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY <br />THE ZONING MAP OF SAID CITY; ESTABLISHING-AN OFFICE DISTRICT (0) <br />ON A PART OF LOTS 9, 11, AND 12, AND ALL OF LOTS 10 AND 133, <br />BLOCK 4, FELTS.FORT & VARNER ADDITION, AND LOTS I AND 2, CITY <br />BLOCK 113A, UPON PROPERTY OF WHICH JOHN LARRY WALKER AND PAUL <br />RICHARD BERCHER OWN A CURRENT OPTION, SO AS TO INCLUDE THEREIN <br />TERRITORY FORMERLY DESIGNATED AS A TWO- FAMILY DWELLING DISTRICT <br />(2F); AND DESIGNATING THE BOUNDARIES OF THE OFFICE DISTRICT (0) <br />SO ESTABLISHED," <br />was presented. City Manager Sweatt advised the Council and Mr. Clem that prior to <br />a building permit issuance, a re- platting of the area would be necessary, and engi- <br />neering consideration to drainage be given. A motion was made by Councilman Hutchi- <br />son and seconded by Councilman Rainey that the ordinance be approved. The motion <br />carried: 7 ayes, 0 nays. <br />Mayor Brunette declared the public hearing open on the referral of the City Council <br />of 3 tracts of land in the Jefferson Road, 8th Street S. E. area. Mayor Brunette <br />advised that the tracts would be taken separately. <br />Mayor Brunette declared the public hearing open on Tract #1 to change from a Commercial <br />District to an Agricultural District, part of Lots 8, 9, 10, City Block 188 -E. Mr. <br />Hardy Moore, Attorney, appeared representing Michael T. Ha.lbouty, and spoke in favor <br />of the change. <br />Mayor Brunette called for opponents to appear, and none appeared. <br />Mayor Brunette declared the public hearing open on Tract n2 to change from a Commer- <br />cial District to a One - Family Dwelling District, Lots 1, 2, 3, 4, 5 -A, 6, 6 -A, 6 -B, <br />and part of Lot 7, City Block 188 -E, located between old Jefferson Road and new Jef- <br />ferson Road, east of Evergreen Street. <br />
