16b <br />A motion was made by Councilman King and seconded by Councilman Stone to authorize <br />the revised letter of agreement. The motion carried: 7 ayes, 0 nays. <br />City Manager Sweatt recommended that a. letter of agreement for architectural service <br />for the revision to City Hall be authorized, with specific areas to be included,. as <br />- follows: <br />1. Diagramatic studies of the presently proposed building program <br />shall include floor plans, scope of construction work and <br />Architect's cost estimate. -The fee for such work shall be 3/4% <br />for the contract amount. . <br />2. On approval of diagramatic sketches, scope of construction, <br />final preliminary sketches shall be prepared. The fee for <br />such work shall be an additional 3/4% of the contract amount. <br />3. On approval of preliminary sketches, working drawings and <br />specifications shall be prepared. The fee for such work <br />shall be additional 3% of contract amount. <br />4. The final phase of work, supervision of construction, for <br />which the Architect's fee shall be an additional NO of <br />contract amount, shall be collectable as work progresses. <br />5. The total Architect's fee shall be 6% of total cost of <br />construction. <br />A motion was made by Councilman King and seconded by Councilman Hutchison to author'. <br />the letter of agreement with Will R. Lightfoot & Associates. The motion carried: <br />7 ayes, 0 nays. <br />City Manager Sweatt advised the Council of the employment of Mr. Ennis Killingsworth <br />as Director of Public Works, and requested and recommended his confirmation. A <br />motion was made by Councilman Hutchison and seconded by Councilman Stone that the <br />appointment of Mr. Killingsworth be confirmed. The motion carried: .7 ayes, 0 nays. <br />City Manager'Sweatt requested authorization for the preparation of an ordinance <br />amending the Municipal Code to reflect recent changes in state law regarding private <br />investigators and private security agencies. A motion was made by Councilman Whita- <br />ker and seconded by Councilman Rainey that the recommendation be approved. The mo- <br />tion carried: 7 ayes, 0 nays. <br />City Manager Sweatt recommended that Dr. Joe Hillhouse be appointed as the acting <br />City- County Health Unit Director, to perform those administrative and medical duties <br />as prescribed by state and city requirements and certain other additional duties <br />such as City - County jail call duty, pre- employment physicals for municipal and county <br />employees, responsibilities in civil defense organization, lunacy certification, <br />technical advice regarding on job injuries and sick leave, and other matters for the <br />salary of $21,500.00 annually. Recommendation was made that the appointment become. <br />effective December 15, 1974. A motion was made by Councilman Rainey and seconded by <br />Councilman Moore that the appointment of Dr. Joe Hillhouse as acting City - County <br />Health Unit Director be confirmed. The motion carried: 7 ayes, 0 nays. <br />
