16b A motion was made by Councilman King and seconded by Councilman Stone to authorize the revised letter of agreement. The motion carried: 7 ayes, 0 nays. City Manager Sweatt recommended that a. letter of agreement for architectural service for the revision to City Hall be authorized, with specific areas to be included,. as - follows: 1. Diagramatic studies of the presently proposed building program shall include floor plans, scope of construction work and Architect's cost estimate. -The fee for such work shall be 3/4% for the contract amount. . 2. On approval of diagramatic sketches, scope of construction, final preliminary sketches shall be prepared. The fee for such work shall be an additional 3/4% of the contract amount. 3. On approval of preliminary sketches, working drawings and specifications shall be prepared. The fee for such work shall be additional 3% of contract amount. 4. The final phase of work, supervision of construction, for which the Architect's fee shall be an additional NO of contract amount, shall be collectable as work progresses. 5. The total Architect's fee shall be 6% of total cost of construction. A motion was made by Councilman King and seconded by Councilman Hutchison to author'. the letter of agreement with Will R. Lightfoot & Associates. The motion carried: 7 ayes, 0 nays. City Manager Sweatt advised the Council of the employment of Mr. Ennis Killingsworth as Director of Public Works, and requested and recommended his confirmation. A motion was made by Councilman Hutchison and seconded by Councilman Stone that the appointment of Mr. Killingsworth be confirmed. The motion carried: .7 ayes, 0 nays. City Manager'Sweatt requested authorization for the preparation of an ordinance amending the Municipal Code to reflect recent changes in state law regarding private investigators and private security agencies. A motion was made by Councilman Whita- ker and seconded by Councilman Rainey that the recommendation be approved. The mo- tion carried: 7 ayes, 0 nays. City Manager Sweatt recommended that Dr. Joe Hillhouse be appointed as the acting City- County Health Unit Director, to perform those administrative and medical duties as prescribed by state and city requirements and certain other additional duties such as City - County jail call duty, pre- employment physicals for municipal and county employees, responsibilities in civil defense organization, lunacy certification, technical advice regarding on job injuries and sick leave, and other matters for the salary of $21,500.00 annually. Recommendation was made that the appointment become. effective December 15, 1974. A motion was made by Councilman Rainey and seconded by Councilman Moore that the appointment of Dr. Joe Hillhouse as acting City - County Health Unit Director be confirmed. The motion carried: 7 ayes, 0 nays.
