City Manager Sweatt requested authorization to advertise for bids for the
<br />second phase of 27/30 Street, to be received at 10 :00 A. M., July 25, 1974,
<br />and that a Special Meeting be called for the City Council on July 29, 1974,
<br />to consider awarding contract. A motion was made by Councilman Hutchison
<br />and seconded by Councilman Rainey that the request be approved. The motion
<br />carried: 7 ayes, O nays.
<br />Mayor Brunette called for a Special Meeting for the Council to be held at
<br />5 :15.P. M., July 29, 1974, to consider awarding of the bids.
<br />City Manager Sweatt presented tabulation of bids received on June 5, 1974,
<br />for the purchase of a vertical turbine backwash pump for the Camp Maxey
<br />Water Treatment Plant, a "s -follows:

<br />City Manager Sweatt recommended that the low bid of the Bowles Edens Com-
<br />pany, with 90 days delivery,, be awarded. The motion was made by Councilman
<br />Irnitaker and seconded by Councilman King that the recommendation of the
<br />City Manager be approved. The motion carried: 7 ayes, O nays.
<br />At the recommendation of the City Manager, Mayor Brunette requested Coan-
<br />cilmen to meet in City Hall, 4:00 P. M., June 21, 1974, for an inspection
<br />tour of the Sewer Treatment Plant now under construction.
<br />City Manager Sweatt advised the Council that beginning July 1, 1974, the City
<br />Of Paris must provide Workments Compensation Coverage to its employees. City
<br />Manager Sweatt explained the Texas Municipal League sponsored fund program,
<br />the Aetna Casualty and Surety Company plan, the Floyd West and Company in-
<br />surance plan, and the National Standard Insurance Company plan. After dis_
<br />cussion, a motion was made by Councilman Rainey and seconded by Councilman
<br />Whitaker that the Texas Municipal League sponsored plan be adopted on a one
<br />Year trial basis. The motion carried: 7 ayes, 0 nays.
<br />City :, anager Sweatt presented a request from the Elk's Lodge for water sex-
<br />_ vice with a water tap on 301, water line at Pat Mayse Reservoir to serve a
<br />recreational area on the South side of the Pat Mayse Lake & Reservoir. City
<br />:Tanager Sweatt recommended the authorization for the connection to the rave
<br />water supply line, provided all cost is borne by the Elk's Lodge and that
<br />satisfactory arrangements are made for sanitary sewerage disposal and hold-
<br />ing tanks, and that in the event of future need, service would be discon-
<br />tinued. A motion was made by Councilman Icing and seconded by Council -man
<br />Rainey that the recommendation of the City Manager be approved. The motion
<br />carried: 7 ayes, 0 nays.
<br />Mr. Robert Hayter, Consulting Engineer for the 27/30 Street Project, ap_
<br />peared before the Council to discuss design criteria and direction for
<br />Phase II of the construction.work to be bid on July 25, 1974.
<br />After discussion, a motion was made by Councilman Hutchison and seconded
<br />by Councilman Kind that the design include a 40,000 pound load capacity
<br />and that a soil cement base be bid with an alternate of rock. The motion
<br />carried: 5 ayes, 1 nay.
<br />It i.as the consensus of the Council that upon the suggestion of Mr. Hayter,
<br />bids be received on two 2- lanes, with City reserving the right to eliminate
<br />2 lanes from Clarksville Street to the railroad crossing; that crepe myr-
<br />tles and other plantings be an 11addl, item; that the City reserve the right
<br />to delete curb on the East side of the East Lanes;' that a stripe median on
<br />the North side of Clarksville Street be installed rather than constructing
<br />a cement median.
