24 <br />- , - r <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />July 8, 1974 <br />The Regular Meeting of the City Council of the City of Paris on July 8, <br />1974, at 7:00 P. M., was called to order by.Mayor J. M. Brunette, with <br />the following Councilmen present: Doyle Whitaker, O. L. Rainey, Joe King, <br />Brad Hutchison, and Sam M. Stone. Also present were City Manager K. R. <br />Sweatt, City Attorney T. K. Haynes, and City Clerk H. C. Greene. <br />Prayer was offered by Reverend C. D. Hilburn, Pastor of Johnson Chapel <br />C. M. E. Church. <br />Mayor Brunette asked if there were any additions or corrections to the <br />Minutes of the previous meetings as furnished the members of the Council. <br />There being none, the Minutes were approved. <br />Mayor Brunette announced that the first order of business would be con- <br />sideration of recommendations contained in the minutes of the Planning - <br />and Zoning Commission meeting held on July 1, 1974. <br />City Attorney Haynes presented the Final. Plat of Pine Mill Village, Part <br />4. A motion was made by Councilman Stone and seconded by Councilman <br />Hutchison that the Final Plat be approved, subject to the Director of Pub- <br />lic Work's requirements. -The motion carried 6 ayes, 0 nays. <br />City Manager Sweatt presented the information concerning the request of <br />the Elks Club for sewage treatment facilities at Pat Mayse Lake. Mr. <br />Sweatt advised that septic tanks had been disapproved due to soil condi- <br />tions and that the Elks Club was proposing a sewage treatment plant with <br />oxidation pond.. <br />City Attorney Haynes presented the following petitions for re- zoning: <br />Billy Roy Brown, Lot 2 -A2 City Block 281, from Commercial -to Light Indus - <br />trial and -1-1pecific Use, Animal Slaughtering Plant; Donald Blackburn, Lot <br />89 City Block 237A, from One ,F`amily Dwelling District No. 2 to General <br />Retail District., Specific Use Permit, Auto Laundry. Mayor Brunette re- <br />ferred the petitions to the Planning and Zoning Commission for their <br />study and recommendations and called for a Public Hearing at the next <br />Regular Council Meeting. <br />Mayor Brunette announced that the next order of business would be con- <br />sideration of recommendation made by the Traffic Commission at their <br />meeting on July 2, 1974. <br />The motion was made by Councilman Whitaker and seconded by Councilman <br />Stone that the recommendation of the Traffic Commission to establish a <br />No Parking Zone on 5th Street N. E., between Tudor Street, 117 feet South <br />to an alley, be approved.. The motion carried: 6 ayes, 0 nays. <br />Mayor Brunette advised the Council that the Charter Study Committee had <br />met and that an organizational meeting was called for July 15, 1974. <br />City Attorney Haynes presented the Max Pate Ordinance for 1974, as follows: <br />"AN ORDINANCE FIXING THE TAX RATE AND THE TAX LEVY, <br />Ahl) LEVYING AD VALOREM TAXES FOR THE CITY OF PARIS, <br />PARIS, TEXAS, FOR THE YEAR 19741, UPON ALL TAXABLE. <br />PROPERTY WITHIN THE SAID CITY OF PARIS, TEXAS, IN <br />CONFOMMITY WITH TIE CHARTER PROVISIONS AND ORDI- <br />NANCES OF SAID CITY; AND REPEALING ALL ORDINANCES OR <br />PARTS OF ORDINANCES IN CONFLICT HEREWITH." <br />A motion was made by Councilman Rainey and seconded by Councilman Hutchison <br />that the Ordinance be adopted. The motion carried: 6 ayes, 0 nays. <br />
