2i <br />City Manager Sweatt presented a request from Paris Insurance Agents Asso- <br />ciation to review the action of the Council in approving the Texas Munici- <br />pal Fund Self Insurance Program, concerning Workmen's Compensation Insurance. <br />After discussion, a motion was made by Councilman Stone and seconded by <br />Councilman Rainey to table the request. The motion carried: 6 ayes, O nays. <br />City Manager Sweatt requested authorization to vary the. bid letting date <br />of Phase II for the construction of 27th Street S. E. from the approved <br />date of July 15, 19741, if necessary. A motion was made by Councilman Whi- <br />taker and seconded by Councilman King that the request be approved. The <br />motion carried 6 ayes, O nays. <br />City Manager Sweatt presented the Texas Highway Department plans for paving <br />and construction of a portion of the Northwest Loop 286, and recommended <br />that the plans be approved. A motion was made by Councilman King and se- <br />conded by Councilman Rainey that the plans be approved as recommended. The <br />motion carried: 6 ayes, 0 nays. <br />City Manager Sweatt presented the following cost estimate for installation <br />of a timber crossing on 27/30 Street and recommended the installation: <br />Installation of heavy duty timber crossing at the <br />new crossing of -27/30 Street $2,080.00 <br />City Manager Sweatt requested authorization to contract with Missouri Paci- <br />fic Railroad for installation of the heavy duty timber crossing. <br />A motion was made by Councilman Rainey and seconded by Councilman Stone <br />that the request of the City Manager be approved. The motion carried: <br />6 ayes, 0 nays. <br />City Manager Sweatt presented a request from Dr. Richard B. Swint for <br />Right -Of -Way access to 91 acres of land owned by Dr. Swint on the North <br />Bank of Lake Crook. City Manager Sweatt recommended that the request be <br />granted, subject to: <br />1. City makes no obligation to wake road improvements <br />to the area; <br />2. City incurs no liability or responsibility on or <br />for any improvements to existing roadway or the <br />connecting roadway across City property to serve <br />Dr, Swint's property; <br />3. City does not obligate itself to reopen the now <br />closed North road around Lake Crook in order to <br />provide ingress from that direction. <br />After discussion, a motion was made by Councilman Rainey and seconded by <br />Councilman King that the request of Dr. Swint be approved, subject to the <br />
