2e __ MINUTES OF THE SPECIAL PCJ:TING OF THE CITY COUNCIL July 29, 1974 The Special. Meeting of the City Council of the City of Paris on July 29, 1974, at 5 :15 P. M., was called to order by Mayor J. M. Brunette, with the -- following Councilmen present: Doyle Whitaker, O. L. Rainey, Joe King, Brad Hutchison, We DI. (Dub) Moore, and Sam M. Stone. Also present were City Manager K. R. Sweatt, City Attorney T. K. Haynes, and City Clerk H. C. Greene, Mayor Brunette called for the tabulation of the bids received on July 25, 1974, for the paving, Phase II, 27th /30th Street. City Manager Sweatt presented the following tabulation: (see Enclosure Tl) City Manager Sweatt advised the Council that David Buster submitted no bid on the base bid, and therefore recommended the bid of J. E. Howard in the amount of $231,857.15 be approved. Discussion was had on the -two bids after which a motion was made by Coun- cilman Whitaker and seconded by Councilman to waive informalities. The motion carried: 7 ayes, O nays. Councilman Whitaker made a motion to rescind the decision of June 10, 1974, for 402000 pound load capacity street and further recommended to eliminate Item No. 22 in bid, calling for an asphalt stabilized base. The motion was seconded by Councilman Rainey and carried: 7 ayes, 0 nays. Mayor Brunette advised that the Council would consider awarding the bid as revised. City Manager Sweatt recommended that the bid of David Buster in the amount of $136,426.40 be declared the lowest and best bid, as revised... The mo- tion was made by Councilman Rainey and seconded by Councilman Stone to ac- cept the low bid. The motion carried: 5 ayes, l nay. City Manager Sweatt recommended that curb and gutter be constructed on both sides of 27th /30th Street, from Clarksville Street South to the Railroad tracks; recommended that traffic controls be installed in the amount of $4,068; recommended to leave the 4 -lanes intact. City Manager St.eatt requested that the Council instruct as to the median strip. A motion was made by Councilman Whitaker and seconded by Council - man Rainey to paint the median on North and ;South side of Clarksville Street. The motion carried: 6 ayes, 1 nay, Councilman King voting nay. A motion was made by Councilman Whitaker and seconded by Councilman Rainey that curb and gutter be installed on both sides and that traffic con- trols be constructed. The motion carried: 7 ayes, 0 nays. City Manager Sweatt recommended that the paved shoulders and planters be eliminated. A motion was made by Councilman Rainey and seconded by Coun- cilman Whitaker that the paved shoulders and planters be eliminated. The motion carried: 7 ayes, 0 nays. Resolution No. 1623, re-- appointing J. D. McLaughlin and Oneal Smith as members of the.Board of Commissioners of the Housing Authority of the City of Paris, for a term of two years beginning July 1, 1974, was presented. A motion was made by Councilman King and seconded by Councilman Moore that she Resolution be adopted. The motion carried: 7 ayes, 0 nays.
