2e <br />__ <br />MINUTES OF THE SPECIAL PCJ:TING OF THE CITY COUNCIL <br />July 29, 1974 <br />The Special. Meeting of the City Council of the City of Paris on July 29, <br />1974, at 5 :15 P. M., was called to order by Mayor J. M. Brunette, with the <br />-- following Councilmen present: Doyle Whitaker, O. L. Rainey, Joe King, <br />Brad Hutchison, We DI. (Dub) Moore, and Sam M. Stone. Also present were <br />City Manager K. R. Sweatt, City Attorney T. K. Haynes, and City Clerk <br />H. C. Greene, <br />Mayor Brunette called for the tabulation of the bids received on July 25, <br />1974, for the paving, Phase II, 27th /30th Street. City Manager Sweatt <br />presented the following tabulation: (see Enclosure Tl) <br />City Manager Sweatt advised the Council that David Buster submitted no <br />bid on the base bid, and therefore recommended the bid of J. E. Howard in <br />the amount of $231,857.15 be approved. <br />Discussion was had on the -two bids after which a motion was made by Coun- <br />cilman Whitaker and seconded by Councilman to waive informalities. The <br />motion carried: 7 ayes, O nays. <br />Councilman Whitaker made a motion to rescind the decision of June 10, 1974, <br />for 402000 pound load capacity street and further recommended to eliminate <br />Item No. 22 in bid, calling for an asphalt stabilized base. The motion <br />was seconded by Councilman Rainey and carried: 7 ayes, 0 nays. <br />Mayor Brunette advised that the Council would consider awarding the bid <br />as revised. <br />City Manager Sweatt recommended that the bid of David Buster in the amount <br />of $136,426.40 be declared the lowest and best bid, as revised... The mo- <br />tion was made by Councilman Rainey and seconded by Councilman Stone to ac- <br />cept the low bid. The motion carried: 5 ayes, l nay. <br />City Manager Sweatt recommended that curb and gutter be constructed on <br />both sides of 27th /30th Street, from Clarksville Street South to the <br />Railroad tracks; recommended that traffic controls be installed in the <br />amount of $4,068; recommended to leave the 4 -lanes intact. <br />City Manager St.eatt requested that the Council instruct as to the median <br />strip. A motion was made by Councilman Whitaker and seconded by Council - <br />man Rainey to paint the median on North and ;South side of Clarksville <br />Street. The motion carried: 6 ayes, 1 nay, Councilman King voting nay. <br />A motion was made by Councilman Whitaker and seconded by Councilman Rainey <br />that curb and gutter be installed on both sides and that traffic con- <br />trols be constructed. The motion carried: 7 ayes, 0 nays. <br />City Manager Sweatt recommended that the paved shoulders and planters be <br />eliminated. A motion was made by Councilman Rainey and seconded by Coun- <br />cilman Whitaker that the paved shoulders and planters be eliminated. The <br />motion carried: 7 ayes, 0 nays. <br />Resolution No. 1623, re-- appointing J. D. McLaughlin and Oneal Smith as <br />members of the.Board of Commissioners of the Housing Authority of the City <br />of Paris, for a term of two years beginning July 1, 1974, was presented. <br />A motion was made by Councilman King and seconded by Councilman Moore that <br />she Resolution be adopted. The motion carried: 7 ayes, 0 nays. <br />
