MINUTES OF THE REGULAR - MEETING OF THE CITY COUNCIL <br />August 12, 1974 <br />The Regular Meeting of the City Council of the City of Paris on August 12, <br />1974, at 7:00 P. M., was called to order by Mayor J. M. Brunette, with the <br />following Councilmen present: Doyle Whitaker, Joe King, Brad Hutchison, <br />W. M. (Dub) Moore, and Sam M. Stone. Also present were City Manager K. R. <br />Sweatt, City Attorney T. K. Haynes, and City Clerk H. C. Greene. <br />Prayer was offered by Reverend Larry Martin, First Baptist Church. <br />Mayor Brunette asked if there were any additions or corrections to the Minutes <br />of the previous meetings as furnished the members of the Council. There <br />being none, the Minutes were approved. <br />Mayor Brunette announced that the first order of business would be considera- <br />tion of recommendations contained in the minutes of the Planning.and Zoning <br />Commission meeting held on August 5, 1974. <br />Mayor Brunette declared the Public Hearing open on the petition of Billy Roy <br />Brown to change from a Commercial District to a Light Industrial District and <br />Specific Use Permit, Animal Slaughtering Plant, Lot 2-A,-City Block 281. <br />Mayor Brunette called for proponents to appear and Mr. A. W. Clem, IV, appeared <br />in behalf of the petitioner. Mr. Clem stated that the building would be <br />built according to requirements.of the United States Department of Agriculture; <br />that no animals would be kept overnight; that a U. S. Department of Agricul- <br />ture Inspector would be on premises during all operating hours; that in re- <br />sponse to comments that the Cooper plant was odorous, it was admitted that some <br />odors were emitted during a two or three months period; that thirty animals <br />per day would be processed. <br />Mr. Biily.R. Brown was present in the audience and available for questioning, <br />and stated that the approximate cost of the plant would be $200,000. <br />Mayor Brunette called for opponents to appear and Mr. Harold Davis, Mrs. <br />Harold Davis, Mr. Randy Proffitt, and Mr. Glenn Bell, all appeared on oppo- <br />sition to the petition, and all stating that obnoxious odors was the princi- <br />pal reason for their objections. Mrs. Davis further stated that a secondary <br />objection was the increased traffic and noise in the area. <br />City Attorney Haynes advised that Mr. Theron Maness had requested his objec- <br />tions be conveyed. <br />Mayor Brunette declared the Public Hearing closed and Ordinance No. 2193: <br />"AN ORDINANCE AMENDING "ZONING ORDINANCE NO. 1710 OF THE CITY <br />OF PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTAB- <br />LISHED BY THE ZONING MAP OF SAID CITY; ESTABLISHING A LIGHT <br />INDUSTRIAL DISTRICT (LI) AND SPECIFIC USE PERMIT, ANIMAL <br />SLAUGHTERING PLANT (29), ON LOT 2 -A, CITY BLOCK 281, ON PRO - <br />PERTY BELONGING TO BILLY ROY BROWN, SO AS TO INCLUDE THEREIN <br />TERRITORY FORMERLY DESIGNATED AS A COMMERCIAL DISTRICT (C); <br />AND DESIGNATING THE BOUNDARIES OF THE LIGHT INDUSTRIAL DISTRICT <br />(LI) AND SPECIFIC USE PERMIT, ANIMAL SLAUGHTERING PLANT (29), <br />SO ESTABLISHED." <br />was presented. A motion was made by Councilman Stone and seconded by_Coun- <br />cilman Hutchison that the Ordinance be adopted. The motion carried: 3 ayes, <br />2 nays, Councilman King, Councilman Whitaker voting nay. <br />Mayor Brunette declared the Public Hearing open on the petition of Donald Black- <br />burn to change from a One Family Dwelling District No. 2 to a General Retail <br />District and Specific Use Permit, Auto Laundry, Lot 8, City Block 237 -A. <br />
