MINUTES OF THE REGULAR - MEETING OF THE CITY COUNCIL August 12, 1974 The Regular Meeting of the City Council of the City of Paris on August 12, 1974, at 7:00 P. M., was called to order by Mayor J. M. Brunette, with the following Councilmen present: Doyle Whitaker, Joe King, Brad Hutchison, W. M. (Dub) Moore, and Sam M. Stone. Also present were City Manager K. R. Sweatt, City Attorney T. K. Haynes, and City Clerk H. C. Greene. Prayer was offered by Reverend Larry Martin, First Baptist Church. Mayor Brunette asked if there were any additions or corrections to the Minutes of the previous meetings as furnished the members of the Council. There being none, the Minutes were approved. Mayor Brunette announced that the first order of business would be considera- tion of recommendations contained in the minutes of the Planning.and Zoning Commission meeting held on August 5, 1974. Mayor Brunette declared the Public Hearing open on the petition of Billy Roy Brown to change from a Commercial District to a Light Industrial District and Specific Use Permit, Animal Slaughtering Plant, Lot 2-A,-City Block 281. Mayor Brunette called for proponents to appear and Mr. A. W. Clem, IV, appeared in behalf of the petitioner. Mr. Clem stated that the building would be built according to requirements.of the United States Department of Agriculture; that no animals would be kept overnight; that a U. S. Department of Agricul- ture Inspector would be on premises during all operating hours; that in re- sponse to comments that the Cooper plant was odorous, it was admitted that some odors were emitted during a two or three months period; that thirty animals per day would be processed. Mr. Biily.R. Brown was present in the audience and available for questioning, and stated that the approximate cost of the plant would be $200,000. Mayor Brunette called for opponents to appear and Mr. Harold Davis, Mrs. Harold Davis, Mr. Randy Proffitt, and Mr. Glenn Bell, all appeared on oppo- sition to the petition, and all stating that obnoxious odors was the princi- pal reason for their objections. Mrs. Davis further stated that a secondary objection was the increased traffic and noise in the area. City Attorney Haynes advised that Mr. Theron Maness had requested his objec- tions be conveyed. Mayor Brunette declared the Public Hearing closed and Ordinance No. 2193: "AN ORDINANCE AMENDING "ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTAB- LISHED BY THE ZONING MAP OF SAID CITY; ESTABLISHING A LIGHT INDUSTRIAL DISTRICT (LI) AND SPECIFIC USE PERMIT, ANIMAL SLAUGHTERING PLANT (29), ON LOT 2 -A, CITY BLOCK 281, ON PRO - PERTY BELONGING TO BILLY ROY BROWN, SO AS TO INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED AS A COMMERCIAL DISTRICT (C); AND DESIGNATING THE BOUNDARIES OF THE LIGHT INDUSTRIAL DISTRICT (LI) AND SPECIFIC USE PERMIT, ANIMAL SLAUGHTERING PLANT (29), SO ESTABLISHED." was presented. A motion was made by Councilman Stone and seconded by_Coun- cilman Hutchison that the Ordinance be adopted. The motion carried: 3 ayes, 2 nays, Councilman King, Councilman Whitaker voting nay. Mayor Brunette declared the Public Hearing open on the petition of Donald Black- burn to change from a One Family Dwelling District No. 2 to a General Retail District and Specific Use Permit, Auto Laundry, Lot 8, City Block 237 -A.
