86 Mayor Brunette called for the tabulation of bids received for four (4) police ve- hicles, and the following bids were presented: Bill Booth Motor Co. $13,296.80 Bob McDougall Olds- Cadillac, Inc. 11,742.00 Howerton Motor Co. 13,828.00 City Manager Sweatt recommended that the bid of the Bob McDougall olds - Cadillac Company be approved. A motion was made by Councilman Rainey and seconded by Coun- cilman Whitaker that the recommendation of the City Manager be approved. The mo- tion carried: 6 ayes, 0 nays. Mayor Brunette called for the tabulation of bids received for two (2) vehicles for the Police Department for use in the investigative division, and the following bids were presented: Bill Booth Motor Co. $7,950.00 Bob McDougall Old- Cadillac 7,500.00 Howerton Motor Co. 6,936.00 City Manager Sweatt recommended that the bid of the Howerton Motor Company be approved. A motion was made by Councilman King and seconded by Councilman Whitaker that the recommendation of the City Manager be approved. The motion carried: 6 ayes, 0 nays. City Manager Sweatt requested authorization to extend the receipt of bids on earth boring equipment to November 6, 1974. A motion was made by Councilman Whitaker and seconded by Councilman Stone that the request of the City Manager be approved. The motion carried: 6 ayes., 0 nays.. City Manager Sweatt presented a request for water service connection to the Lamar County Water Supply District at 2346 Meadowlark Road. A motion was made by Coun- cilman Whitaker and seconded by Councilman Stone that the request be approved. The motion carried: 6 ayes, 0 nays. City Manager Sweatt requested- authorization to advertise for bids to be received and tabulated on November 6, 1974 and presented to the Council at its Regular Meeting on November 11, 1974 for five (5) pickups, one (1) panel truck, one trac- tor and mower, and remodeling. work at the old police building. A motion was made by Councilman Rainey and seconded by Councilman King that the request be granted. The motion carried: 6 ayes, 0 nays. City Manager Sweatt advised the Council of the need to establish a raw water rate for raw water pumped from City owned lakes and recommended rates contained in the following Ordinance. Ordinance No. 2199: "AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES, CITY OF PARIS, PARIS, TEXAS, BE AMENDED BY ADDING A PARAGRAPH TO BE NUMBERED 31- 18(d), PROVIDING FOR A PUMPED RAW WATER RATE, AND BY ADDING A SEC- TION TO BE NUMBERED 31 -27, PROVIDING FOR THE PROCEDURE FOR ESTABLISHING WATER AND SEWER RATES OUTSIDE THE CITY LIMITS OF THE CITY LIMITS OF THE CITY OF PARIS, AND PROVIDING FOR AN EFFECTIVE DATE OF NOVEMBER 1, 1974." A motion was made by Councilman King and seconded by Councilman Moore that the
