90 Discussion was had on the annexation of industrial property outside the City Limits, after which a motion was made by Councilman Hutchison and seconded by Councilman Rainey to defer action on the matter. The motion carried: 6 ayes, 0 nays. Mayor Brunette informed the Council of the necessity for setting a Council Meeting date for 7:00 P. M., October 30, 1974, as required by the Charter of the City of Paris for canvassing the returns of the Special Election of October 22, 1974. A motion was made by Councilman Rainey and seconded by Councilman Moore that the Special meeting be called for 7:00 P. M., October 30, 1974. The motion carried: 6 ayes, 0 nays. Dr. Richard Swint appeared before the Council requesting that the perimeter road on the North Side of Lake Crook be kept open to afford access to property owned by Dr. Swint. Dr. Swint made two other requests, (1) that the City maintain the pre- sent road, and (2) that an easement from his property to the present road be granted. The matter was referred to the City Manager for his study and recommendations at the next regular Council meeting. Discussion was had on the advisability of the City of Paris to participate in the activities, pay dues, and belong to the Texas Utility Advisory Committee. It was the concensus of -the Council that the City participate in the activities of the Committee. Mr. Robert Hayter, Consulting Engineer for the Sewer Treatment Plant Project, ap- peared before the Council and stated that part of the new Sewer Treatment Plant was now in operation and that he would recommend that October 12, 1974 be the date to discontinue liquidated damages to the Elm Fork Construction Company, and that on October 15, 1974, that electrical and water services be transferred from the Elm Fork Construction Company to the City of Paris.
