278 <br />D. Additional laboratory equipment for operational testing - while <br />capable of performing basic tests now additional equipment would <br />expand our capabilities. <br />E. Paving for master lift station access road - desirable to have an <br />all - weather road for easier and quicker service to the master lift <br />station. <br />F. Demolishing and repipe portions of old plant - from both safety, liability <br />and esthetic view, it is recommended we demolish portions and pipe <br />for possible future use portions of the old treatment plant. <br />G. Sprinkler system for interior plant landscaping - reduce manhours <br />involved in watering of grass and 'landscaping. <br />H. Minor construction of sidewalks in the service area. <br />After discussion, a motion was made by Councilman Rainey and seconded by Councilman <br />Stone that the City proceed with plans to make application to the Texas Water Quality <br />Board and the Environmental Protection Agency for the additional items of work. The. <br />motion carried: 7 ayes, 0 nays. <br />Concerning recommendation No. 3 as outlined in the city manager's recommendation above, <br />Mr. Ed Farrow again appeared before the Council, stating that equipment delivery was <br />one of the main causes for the late completion date. Mr. Farrow stated that a grit <br />chamber had been ordered on November 2, 1972 and received about October 2nd or 3rd, 1974, <br />that the blower system had been received about November, 1974.. <br />City Manager Sweatt advised the Council that liquidated damages according to his re- <br />comnmendation No. 3 would amount to approximately $8,000 to $10,000. After discussion, <br />a motion was made by Councilman Rainey and seconded by Councilman NIhitaker to assess <br />Elm Fork Construction Company with the actual damages tc the City occurring since <br />October 11, 1974 to the completion date. The motion carried: 7 ayes, 0 nays. <br />City Manager Sweatt requested authorization to advertise for bids for furnishing ambu- <br />lance service to Paris and Lamar County, such bids to be received April 14, 1975, <br />at 10:00 A. M. A motion was made by Councilman Rainey and seconded by Councilman <br />Hutchison that the request be approved. The motion carried: 7 ayes, 0 nays. <br />City Manager Sweatt recommended April 21, 1975, 5:15 P. M. be called for a special <br />meeting to meet with the Commissioner's Court in the Lamar County District Court Room <br />to consider bids received for ambulance service. A motion was made by Councilman <br />Rainey and seconded by Councilman Hutchison to approve the recommendation. The motion <br />carried: 7 ayes, 0 nays. <br />tlayor Brunette advised the Council that it would be necessary to: set April 9, 1975, <br />7:00 P. M., as a special meeting as provided by the City Charter to canvass the elec- <br />tion returns. A notion was trade by Councilman Hutchison and seconded by Councilman <br />Rainey that the special meeting be so called.
