3, <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />June 23, 1975 <br />A Special Meeting of the City Council was held on June 23, 1975 at 5:15 P. M. Mayor <br />James M. Brunette called the meeting to order with the following Councilmen present: <br />Joe King, Brad Hutchison, W. M. (Dub) Moore, Sam M. Stone, and Lloyd Sterling. Also <br />present were City Manager K. R. Sweatt, City Attorney T. K. Haynes, and City Clerk <br />H. C. Greene. <br />Mayor Brunette announced that the first order of business and purpose of the special <br />Council Meeting was consideration of an annexation ordinance which was the initial <br />step for annexation of property at Old Bonham Road and Gordon Country Club Road. <br />ORDINANCE NO. <br />AN ORDINANCE PROVIDING FOR THE EXTENSION OF CERTAIN BOUNDARY <br />LIMITS OF THE CITY OF PARIS, PARIS, TEXAS, AND THE ANNEXATION <br />OF CERTAIN TERRITORY CONSISTING OF 3.05 ACRES, MORE OR LESS, <br />WHICH IS LESS THAN TEN PER CENT (10 %) OF THE TERRITORY IN- <br />CLUDED WITHIN ITS PRESENT CITY LIMITS, WHICH SAID TERRITORY <br />LIES ADJACENT TO AND ADJOINS THE PRESENT BOUNDARY LIMITS OF <br />THE CITY OF PARIS, PARIS, TEXAS. <br />A motion was made by Councilman Sterling and seconded by Councilman Stone that the.. <br />first reading of the annexation ordinance be approved. The motion carried: 6 ayes, <br />0 nays. <br />A motion was made by Councilman Hutchison and seconded by Councilman King that the <br />annexation ordinance be published June 29, 1975 in the Paris News. The motion carries: <br />6 ayes, 0 nays. <br />Mayor Brunette called for a report from the committee appointed to make recommendations <br />on the solid waste matter. Councilman Hutchison, acting as chairman of the committee, <br />stated that his committee had been in touch with Dr. Ballard of the Region 7 Health <br />Department, who had approved recommendations to be presented to the Council. Mr. <br />Hutchison stated that the recommendation.of the committee was to formulate a plan to <br />be approved by the State Health Department and recommended the hiring of the Shimek, <br />Jacobs, Roming & Finklea Consulting Engineering firm to make a study and plan; that <br />such plan should include usefulness of the present site and the capacity for future <br />use. <br />After discussion, a motion was made by Councilman King and seconded by Councilman <br />Stone to receive the report of the committee and make it a part of the Council minutes. <br />The motion carried: 6 ayes, 0 nays. <br />City Manager Sweatt presented a request from the Paris Rifle and Pistol Club for a <br />lease of Lake Crook property for the purpose of constructing a firing range. Mr. <br />Sweatt advised that the request was for property located east of the present archery <br />range; that the Rifle Club would furnish $100,000 - $300,000 liability insurance; <br />that a hold harmless agreement would be incorporated into the lease as well as a <br />no expense clause to the City. After discussion, a motion was made by Councilman <br />Stone and seconded by Councilman Moore to authorize the preparation of lease for <br />presentation at a future Council Meeting. The motion carried: 6 ayes, 0 nays. <br />
