396 <br />Mr. Richard Stauter, Texas Highway Department, appeared before the Council requesting <br />approval of plans for construction work on Northeast Loop, from Loop 480 north of Paris <br />to 5 miles south of Highway 82 southeast of Paris. City Manager Sweatt advised. the <br />Council that the City Engineer had recommended approval of the plans. A motion was <br />made by Councilman Stone and seconded by Councilman. Sterling approving the plans and <br />authorizing the mayor to sign such approval. The motion carried: 6 ayes, 0 nays. <br />City Manager Sweatt presented a request from the Pride of Paris for a taxicab franchise, <br />stating that their franchise had lapsed in May, 1975 and requesting authorization to <br />continue operation during the interim period until the franchise is approved. <br />A motion was made by Councilman Moore and seconded by Councilman King to receive the. <br />request as part of the council minutes. The motion carried: 6 ayes, 0 nays. <br />A motion was made by Councilman Sterling and seconded ty Councilman Hutchison, autho- <br />rizing the preparation of a franchise ordinance. The motion carried: 6 ayes, 0 nays. <br />A motion was made by Councilman Sterling and seconded by Councilman Stone authorizing <br />the operation of Pride of Paris to continue during the interim period until the fran- <br />chise is finally approved. The motion carried: 6 ayes, 0 nays. <br />Mr. Glenn Lowe appeared on behalf of the Red River Valley Association, requesting , <br />amendments to a lease approved at the June 9, 1975 council meeting. Mr. Lowe advised <br />that the association hoped to build a new livestock barn at the fairgrounds and that <br />the association hoped to borrow $10,000 to $12,000 for construction purposes. Mr. <br />Lowe requested the City to guarantee one half the amount of the loan, stating that <br />the Lamar County Commissioners Court had consented to guarantee one half of the amount <br />of the loan. Mr. Lowe further requested authorization to construct a livestock barn <br />at the fairgrounds on City property. <br />After discussion, Mayor Brunette advised that the lease amendment request and other <br />requests be set for consideration at a special council meeting at 5:15 P. hl. on <br />June 30, 1975. <br />Mayor Brunette appointed a committee composed. of Councilman King and Councilman Stone <br />to study the request. <br />Mr. Charles Cass appeared before the Council, renewing his request that ambulance <br />rate charges of the new contract effective September 1, 1975, be implemented imme- <br />diately for the benefit of Medicare- Medicaid patients. Mr. Cass stated that the am- <br />bulance service needed to raise the rates in order to have majority of Medicare charges <br />
