183 <br />City Manager Sweatt advised the Council that no firm offer had yet been made on the <br />Cox Field runway project. Mr. Sweatt advised the Council that the grant offer was <br />expected by Monday, January 20, 1975, at which time he recommended the awarding of <br />the. bids received on November 20, 1974 for the runway extension and related items. <br />The city manager recommended that a special meeting be called for Monday, January <br />20, 1975 at 5:15 P. M. to consider the Cox Field project. ,A motion was made by <br />Councilman Rainey and seconded by Councilman Hutchison that the recommendation of <br />the city manager be. approved, and that a special meeting be called for Monday, Jan - <br />uary 20, .1975 at 5:15 P. M. The motion carried:6 ayes, 0 nays. <br />City Manager Sweatt requested authorization <br />tory for a two year period, beginning March <br />ruary 5, 1975, 10:00 A. M. and presented to <br />on February 10, 1975. A motion was made by <br />cilman King that the request of the city ma,. <br />6 ayes, 0 nays. <br />to advertise for bids for city deposi- <br />t, 1975, such bids-to be received Feb - <br />the City Council at its regular meeting <br />Councilman Stone and seconded by Coun- <br />iager be approved. The motion carried: <br />Discussion was had on the proposal and bid forms as submitted by the banks, after <br />which Mayor Brunette appointed a committee composed of Councilman Whitaker and <br />Councilman Rainey to work with the city manager on bid forms. <br />City Manager` Sweatt advised the Council that the ordinance proposed for this Coun- <br />cil meeting concerning street assessments for blest Brame and West Sherman Streets <br />would be delayed to the next regular Council Meeting. <br />City Manager Sweatt recommended that the City participate in the Texas Municipal <br />League study of telephone rate structures and stated that the cost would be approxi- <br />mately 12� per capita based on 1970 census. A motion was made by Councilman Whita- <br />ker and seconded by Councilman Moore that the recommendation of the city manager <br />be approved. The motion carried: 6 ayes,. 0 nays. <br />City Manager Sweatt advised the Council that the Northeast Solid Waste Authority <br />had received two proposals for solid waste collection and disposal in early Decem- <br />ber,, 1974. City Manager Sweatt reviewed the proposal of the Western Refuse of <br />Texas Company and the Sanitex Division of Lone Star Energy Company, as received by <br />the Authority. <br />Representatives from each company were present.for discussion of the proposals.. <br />Mr. Ken LaBarge; representing the Sanitex Division of Lone Star Energy Company, re- <br />commended to the Council that a committee of Council and staff be appointed to as- <br />sist in drafting a contract for the City. City Manager Sweatt requested that the <br />Council give direction regarding the solid waste collection and disposal. Mayor <br />Brunette appointed a committee composed of Councilman Stone and Councilman Moore to <br />study the proposals and make recommendation to the Council at its next regular <br />Council. Meeting. <br />City Manager Sweatt presented the resignation of Charlie Adkins as a member of the <br />Planning and Zoning Commission and of the Board of Adjustment. A motion was made by <br />Councilman Rainey and seconded by Councilman Moore that the resignation be accepted . <br />with regret.
