Ordinance No. 2286: <br />"AN ORDINANCE GRANTING TO LAMAR COUNTY HUMAN RESOURCES COUNCIL, <br />INC., A FRANCHISE TO USE THE PUBLIC STREETS; ALLEYS AND HIGH- <br />WAYS OF THE CITY OF PARIS FOR THE PURPOSE OF TRANSPORTING <br />PASSENGERS FOR HIRE THAT QUALIFY BY VIRTUE OF BEING HANDICAPPED, <br />OR AGE 65 AND OLDER, OR AN ESCORT PERSON FOR SAME; IN MOTOR <br />VEHICLES FOR A PERIOD OF FIVE (5) YEARS, BEGINNING JANUARY 1, 1976, <br />AND ENDING DECEMBER 31, 1981, UPON THE TERMS AND -CONDITIONS <br />HEREINAFTER PRESCRIBED; PROVIDING FOR THE REGULATION OF SAID <br />ORGANIZATION; PROVIDING FOR THE TERMINATION OF SUCH GRANT UPON <br />SPECIFIED CONDITIONS; PROVIDING FOR PUBLIC LIABILITY INSURANCE <br />ON THE MOTOR VEHICLES AND EQUIPMENT OF SAID GRANTEE; PROVIDING <br />FOR THE SUPERVISION OFSAID ORGANIZATION AND INSPECTION OF <br />ITS VEHICULAR EQUIPMENT BY THE OFFICIALS OF THE CITY OF PARIS; <br />AND PROVIDING AN EFFECTIVE DATE." <br />was presented. A motion was made by Councilman Hinds and seconded by Councilman <br />Williams to approve the ordinance on third and final reading. Mayor Brunette palled <br />the Council showing 7 ayes, 0 nays. <br />Mayor Brunette called the public hearing open on the recommendations of the Building <br />Hazard Inspection Committee. <br />Mr. J. M. Fisher appeared before the Council as owner of several lots and structures <br />contained in the report of the Building Hazard Inspection Committee. Mr. Fisher pro-. <br />posed to the Council. that HUD be contacted for assistance for low type financing. <br />Mr.. Fisher requested an extension of time for a period of one year on his properties. <br />Mr. Willie Beauford appeared before the Council, requesting ninety .days extension on <br />Item'No. 8, located at 618 4th Street N. E. A motion was made by Councilman Hinds and <br />seconded by Councilman Williams to extend a ninety -day period to Mr. Beauford. The <br />motion carried: 7 ayes, 0 nays. <br />Fire Chief Oswald Guilliams appeared before the Council to discuss various lots and <br />structures contained in the report of the Building Hazard Inspection Committee. <br />Ordinance No. 2287: <br />"AN ORDINANCE CONTAINING A.HEARING ON PROPERTIES LOCATED IN THE <br />CITY OF PARIS, TEXAS, BELONGING TO VARIOUS OWNERS, AND AN ORDINANCE <br />OF THE CITY COUNCIL FINDING THE MATERIALS REMAINING IN THE PRE- <br />MISES TQ CONSTITUTE A NUISANCE AND TO BE A FIRE HAZARD TO LIFE <br />AND PROPERTY AND A' HAZARD TO THE LIFE AND WELFARE OF THE INHABI- <br />TANTS OF THE AREA, AND ORDERING SAID RUBBISH, LUMBER AND REFUSE <br />FROM THE STRUCTURES TO BE TORN DOWN AND REMOVED FROM THE PRE - <br />MISES, IN -ORDER TO ABATE SUCH NUISANCE." <br />was* presented. A motion was made by Councilman Hinds and seconded'by Councilman <br />Rainey for the adoption.of the ordinance. The motion carried: 5 ayes, 0 nays. <br />Mrs. Frederick Truby appeared before the Council requesting recompense for damages in <br />the amount of $400.00'to her home located at 3210 Allen Street and stated that the <br />damage was caused by sewer backup. <br />After discussion, a motion.was made by Councilman Williams and seconded by Councilman <br />Rainey to table the request. The motion carried: 7 ayes, 0 nays. <br />Mayor Brunette appointed a committee composed of City Manager Sweatt, Councilman <br />Williams, and.Councilman Stone.to investigate the request. and make a recommendation <br />at the next regular Council meeting. <br />City Mana9er Sweatt presented -a request from AGPRO, Inc. to sub -let portions of <br />leased property at Cox Field to Mr. Tim Cutshall, being approximately 470 acres <br />of the recently leased Cox Field agricultural property. <br />After discussion, a motion was made by Councilman Philley and seconded by Councilman <br />Rainey to approve the request. The motion carried: 7 ayes, 0 nays. <br />Mayor Brunette called for the tabulation of bids for the construction of T- Hangars <br />and access taxiways and aprons at Cox Field. City Manager Sweatt presented a tabu- <br />lation of the bids received, and recommended that the bid of W. A. McKenzie Asphalt <br />Company for the grading and paving for T- Hangar taxiways and aprons in the amount of <br />$16,455.00 be approved and that the bid of James W. Wright for 6 -unit T- Hangars in <br />tha amount .'of $53,909.00, be approved, those being the lowest and best bids. <br />
