A motion was made by Councilman Rainey and seconded by Councilman <br />Fisher for the adoption of the ordinance. The motion carried: 7 ayes, 0 nays. <br />A motion was made by Councilman Philley and seconded by Councilman Fisher to deny the <br />request for the closing of 21 st Street N.. V.I. between Shiloh and Walker Street; The <br />motion carried: 7 ayes, 0 nays, . <br />A motion was made by Councilman Rainey and seconded by Councilman Hinds to bring off <br />the table the request for .a franchise for a transportation system by the Lamar County <br />Human Resources Council, Inc. The motion carried: 7 ayes, 0 nays.. <br />Mayor Brunette announced the Council would hear a statement by Mr. -Allie O'Brien and <br />a representative of the Lamar County Human Resources Council, Inc.. <br />Mr. Webb Biard appeared in behalf of Mr. Allie O'Brien DBA the- Yellow Cab Company. <br />Mr. Biard stated that granting of the franchise could take perhaps 30% to 40% of the <br />Yellow Cab Company's business; that Mr. O'Brien would agree to transport senior <br />citizens at the same-rate within the City as that proposed by the Lamar County Human <br />Resources Council, Inc.; that Mr. O'Brien would not object to the Human Resources <br />Council transporting anyone he cannot take. <br />Mr. Biard presented portions of a letter from the Department of Transportation, <br />Washington, D. C., stating, in part, "further it is against UMTA policy to subsidize <br />publicly owned systems in wasteful competition with private operators where such pri- <br />vate operators are willing and able to provide the proposed service in an economic <br />manner." <br />Mr. Biard proposed that the Human Resources Council haul passengers from outside to <br />inside the City and that the Council transport the mentally and physically disabled. <br />Mr. Bill Lightfoot appeared before the Council in behalf of the Lamar County Human <br />Resources Council, Inc., stating that it was the feeling of the Resources Council that <br />they had reached an agreement with the Yellow Cab Company and that he was surprised at <br />the attitude of the opposition. Mr. Lightfoot stated th e Resources Council would --- <br />still agree to cooperate and contract with the Yellow Cab Company. <br />Mr. Gary O'Connor appeared before the Council in behalf of the Human Resources Council <br />stating they had a commitment to the senior citizens of Paris and Lamar County; that <br />if the Council could not operate the transportation service at a break -evert point, <br />the Human Resources Council would shut down business; that the senior citizens would <br />petition for a franchise ordinance election should thO r request be denied. <br />City Manager Sweatt presented a letter of protest from the Cass Ambulance Service, Inc. <br />
