"AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF

<br />ZONING MAP OF SAID CITY; ESTABLISHING A PLANNED DEVELOPMENT DIS-
<br />TRICT, SHOPPING CENTER (MINI - WAREHOUSES) (PD -a) ON LOT 3, CITY
<br />BLOCK 53, UPON PROPERTY OF. WHICH ELMER WHITAKER AND NEIL WHITAKER
<br />HAVE A CONTRACTUAL INTEREST, SO. AS TO INCLUDE THEREIN TERRITORY
<br />FORMERLY DESIGNATED AS A TWO- FAMILY DWELLING DISTRICT (2F), AND
<br />DESIGNATING THE BOUNDARIES OF THE PLANNED DEVELOPMENT DISTRICT,
<br />SHOPPING CENTER (MINI - WAREHOUSES) (PD -a) SO ESTABLISHED."
<br />was presented.* A motion was.made by. Councilman Hinds and seconded by Councilman
<br />Philley for the adoption of the ordinance. The motion carried: 7 ayes, 0 nays.
<br />Mayor Brunette declared the public hearing open on the annexation of the :64 acre
<br />tract located south of Old Bonham Road on the east side of the Gordon Lake Road and.
<br />tract No. 2, an 11.607 acre tract located east of Loop 286 southeast, adjacent and
<br />south of Morningside Drive.
<br />Mayor Brunette called for proponents to appear, and none appeared.
<br />Mayor-Brunetti called for opponents to appear, and none appeared.
<br />Mayor Brunette declared the public hearing closed on the annexation of the two tracts.
<br />The preliminary plat of the Ella Kaye Addition #2 was presented to the' Council with
<br />the request of the owner, Floyd Bass,.that paving requirements of Hickory Street be
<br />waived. Mr. Bass appeared before the Council making the request.
<br />City Manager Sweatt advised the Council that it was the recommendation of the City
<br />that Hickory Street be required to be placed the full length of the sub -- division. Mr.
<br />Bass offered in lieu of a bond, the retention of the City of Lot 5, Block A, and Lot
<br />4, Block B, of the sub - division for the delay of the paving of Hickory Street which
<br />street would be paved at the request of the City, and advised the lots could not be
<br />sold until the street was constructed.
<br />After discussion, a motion was made by Councilman Stone to approve the preliminary
<br />plat subject to the engineer's specifications and requirements and to waive the paving
<br />requirements of Hickory Street. The motion died for lack of a second.
<br />A motion was made by Councilman Philley to reject the request of the waiver of paving
<br />requirements for Hickory Street. The motion was seconded by Councilman Williams.
<br />Mayor Brunette called for a vote on the motion which showed 4 ayes, 1 nay by Council-
<br />man Stone, and 2 abstaining, that being Councilman Rainey and Councilman Hinds. The
<br />motion passed, and the request was rejected.
<br />Mayor Brunette declared the public_ hearing open on the request to close an alley in
<br />Blocks 2 and 3 of the Westside Addition located between 20th Street N. W. and 22nd
<br />Street N. W. and to close 21st Street 0. W. between Shiloh and Walker Street, that
<br />street not yet being opened. City Manager Sweatt advised the Council that it was the
<br />recommendation of the City to close the alley and retain a 15 -foot easement within
<br />the alley and that the City did not recommend the closing of unopened 21st Street N. W.
<br />between Shiloh and Walker Street.'
<br />No one appeared for or against the closing of the alley and street, and Mayor! Brunette
<br />declared the public hearing closed.
