- `;.662 <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />MARCH 8, 1976 <br />r-- <br />The Regular Meeting of the City Council was held on March 8, 1976 at 7:00 P. M. <br />Mayor James M. Brunette called the meeting to order with the following Councilmen <br />present: Joe King, Lloyd Sterling, Sam M. Stone, 0. L. Rainey, and Doyle Whitaker. <br />Also present were City Manager K. R. Sweatt, City Attorney T. K. Haynes, and City <br />Clerk H. C. Greene. <br />Prayer was offered by Reverend Julian Hendren, Central Presbyterian Church. <br />Mayor Brunette asked if there were any additions or corrections to the minutes of <br />previous meetings as furnished the members of the Council. There being none, the <br />minutes were approved. <br />Mayor Brunette announced that the first order of business would be recommendations <br />of the Planning and Zoning Commission which held its meeting on March 1, 1976.. <br />Mayor Brunette declared the public hearing open on the petition of Jerry B.. West- <br />brook for a change in zoning from a Two- Family Dwelling District to a General Re <br />tail District on Lots 23 and 24, Block 3, Anita Park Addition. <br />Mayor Brunette called for proponents to appear, and Mr. J. B. Westbrook appeared <br />in his own behalf, stating that he intended to operate a barbershop on the property. <br />Mayor Brunette called for opponents to appear, and Mrs. Frances Cooper appeared, stating <br />that she does not necessarily object to a barbershop but did object to the invasion <br />of business property in the neighborhood. <br />In answer to inquiries by the Council, City Attorney Haynes explained that the bar- <br />bershop could be located in a Neighborhood Service District and that a Specific Use <br />could be applied. Mr. Westbrook was in agreement to the decreased classification Jn <br />zoning. <br />Mayor Brunette declared the public hearing closed; and Ordinance No. 2276: <br />"AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF <br />PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY <br />THE ZONING MAP OF SAID CITY; ESTABLISHING A NEIGHBORHOOD SERVICE <br />DISTRICT (NS), LIMITED TO THE SPECIFIC USE OF A ONE CHAIR BARBER <br />SHOP, ON LOTS 23 AND 24, BLOCK 3, ANITA PARK ADDITION, ON PRO - <br />PERTY BELONGING TO JERRY P. WESTBROOK AND HERMAN HESTER, SO AS <br />TO INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED AS A TWO- FAMILY <br />DWELLING DISTRICT (2F); AND DESIGNATING THE BOUNDARIES OF THE <br />NEIGHBORHOOD SERVICE DISTRICT (NS), LIMITED TO THE SPECIFIC USE <br />OF A.ONE CHAIR BARBER SHOP, SO ESTABLISHED." <br />was presented. A motion was made by Councilman Rainey and seconded by Councilman <br />Whitaker for the adoption of the ordinance. The motion carried: 6 ayes, 0 nays. <br />
