688 <br />After discussion, a motion was made by Councilman Rainey and seconded by Councilman <br />Moore that the final plat of the Belaire Addition No. 3 be approved. The motion <br />carried: 6 ayes, 0 nays. <br />Councilman Whitaker entered the Council Chambers and assumed his seat. <br />A replat of Lots 7, 8, and.9, Block B, Blake Addition, was presented to the Council <br />after having been •unanimously.recommended for approval by the Planning and Zoning <br />Commission. A motion was made by Councilman Sterling and seconded by Councilman icing <br />to approve the replat subject to'the engineer's requirements. The motion carried: <br />7 ayes, 0 nays. <br />City Manager Sweatt presented a petition from abutting property owners for abandon- <br />ment of the alley:;,between Shiloh and Walker Streets from 20th Street N. W. to 22nd. <br />Street N. W. and the abandonment of 21st Street N..W. between Shiloh Street and <br />Walker Street.. City Manager Sweatt recommended. that the report's recommendation <br />and petition be received from the Planning and Zoning Commission and that a public <br />hearing be called for May 10, 1976. A motion was made by Councilman Stone and se- <br />conded by Councilman Rainey to approve the recommendation of the city manager. The <br />motion carried: 7 ayes, 0 nays. <br />Mayor Brunette called for a public hearing on the two abandonments on.May 10, 1976 <br />City Attorney Haynes presented a petition from Mr. Elmer Whitaker to re -zone Lot 3, <br />City Block 53, from a Two- Family Dwelling District to Planned Development District. <br />Mayor Brunette referred the petition to the Planning and Zoning Commission for their, <br />study and recommendation and called for a public hearing at the next regular Coun- <br />cil meeting on May 10, 1976. <br />Mayor Brunette announced that the next order of business would-be consideration of <br />recommendations made by the Traffic Commission. City Manager Sweatt advised the <br />Council that an item concerning "No Parking" designation on the north side of Brame <br />Street from Church Street to South Main Street,- had. been held over from a previous <br />meeting due to questions regarding frontage on this street. <br />Ordinance No. 2280: <br />"AN ORDINANCE OF THE"CITY-OF PARIS; PARIS, TEXAS, PROVIDING THAT <br />THE CODE OF- ORDINANCES, CITY'-OF PARIS, PARIS, TEXAS; BE AMENDED <br />BY- REVISING THE-TRAFFIC NO PARKING MAP ADOPTED IN PARAGRAPH (c) <br />OF SECTION 29 -112 OF SAID CODEt ESTABLISHING A NO:PARKING AREA <br />ON THE NORTH SIDE OF EAST BRAME STREET,.FROM SOUTH MAIN STREET, <br />EAST TO SOUTH CHURCH STREET; PROVIDING FOR A PENALTY NOT TO <br />EXCEED $200:00; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES <br />IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF <br />MAY 1, 1976." <br />was presented.
