1127 <br />MINUTES OF THE SPECIAL CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />June 1, 2010 <br />The City Council of the City of Paris met for a special session at 5:15 p.m. on Tuesday, <br />June 1, 2010, at the City Council Chamber, 107 E. Kaufinan, Paris, Texas. <br />Present: Mayor: Will Biard <br />Council Members: Joe McCarthy; Jason Rogers; John Wright; Stephen <br />Brown; Edwin Pickle; and Rhonda Rogers <br />City Staff: Kevin Carruth, City Manager; Kent McIlyar, City <br />Attorney; Janice Ellis, City Clerk; Gene Anderson, <br />Finance Director; Shawn Napier, City Engineer; <br />Bob Hundley, Police Chief; Kent Klinkerman, EMS <br />Director; and Ronnie Grooms, Fire Chief <br />1. Call meeting to order. <br />Mayor Biard called the meeting to order at 5:16 p.m. <br />2. Deliberate on revenue estimates for fiscal year 2010 -2011. <br />City Manager Kevin Carruth gave an update of the fiscal year 2009 -2010 general fund <br />revenues. Mr. Carruth and Finance Director Gene Anderson answered questions from City <br />Council. Mr. Carruth also presented City Council with fiscal year 2010 -2011 proposed general <br />fund revenues. (See Exhibit "A" attached) <br />City Council discussed the possibility of increasing residential trash rates. Mr. Carruth <br />asked for direction from Council. Mayor Biard said he wanted to maintain the current tax rate <br />and develop the budget accordingly. Mr. Carruth inquired of Council where they wanted to <br />make the cuts, citing personnel as the biggest budget item. Council Member Rhonda Rogers said <br />she did not want to make personnel cuts, but was in favor of cutting back on demolition projects, <br />capital projects and not purchasing new vehicles in the upcoming year. Council Member <br />McCarthy also said that he did not want to cut personnel, but that would decrease services to <br />citizens. Council Member Pickle said that the City of Paris had fewer personnel than most cities. <br />Mayor Biard said that everything was subject to be cut, but that the City Manager was in a better <br />position than City Council to make those decisions. <br />Deliberate on City Council goals, plans, and strategies. <br />Mayor Biard said he brought this item up, because he wanted to know which projects <br />Council wanted to focus on in the upcoming year.
