He also said that they may have an 1409 <br />opportunity to use TIFF for the right kind of project. Council Member Pickle confirmed that <br />those funds would be reinvested in that specific area. Mr. Gilbert said one option would be to <br />capture the taxes and pay as you go. He also said that some communities issued bonds and used <br />the increment to cover the debt service, if the project was big enough and the new investment <br />was significant enough. Mayor Hashmi said that .he did not want the tax freeze to pass to new <br />owners if the property was sold prior to termination of the tax freeze period. In addition to a tax <br />freeze for West Paris, Mayor Hashmi said that he would like to see the abatements discussed at <br />the September 26th meeting to also include West Paris. Council Member Frierson wanted to <br />know if the areas had to be formally zoned or formally identified. He said parameters were <br />identified for the Historic District. Mr. McIlyar said that when he had seen municipalities use <br />Tax Increment Financing Districts in the past, that they were triggered by a developer building <br />something big. He said he believed that a TIFF was set up when the new outdoor mall was built <br />in Allen. Mr. McIlyar said his understanding of TIFF was that the City should have a developer <br />who was willing to build a large retail development and does not qualify for the other economic <br />incentives programs that the City has in place. Mr. McIlyar said that the area does have to be <br />specifically identified. He said it was a geographic area that had to be surveyed and all of the <br />new tax income that was generated by the new development does get put back into infrastructure, <br />but only within that defined area. Council Member Frierson asked about individual homes. <br />Mayor Hashmi said they would have to decide the parameters of West Paris and this would <br />require some work. Council Member Frierson said he was all for quality of life improving and <br />reinvestment in the community. He said he was concerned about someone from another part of <br />the City being upset because they didn't get the same rate as West Paris. Council Member <br />Wright, Council Member Avila, and Council Member McCarthy said it was a great idea. <br />Council Member Grossnickle wanted to know if it was tax free or if it was frozen. Council <br />Member Pickle said it was a tax abatement for three years. Council Member Grossnickle <br />inquired if an upgrade was tax free or the entire property. Mr. McIlyar said if it was a brand new <br />house then the entire property would be abated for the number of years Council decided upon. <br />He also said if someone purchased a house in West Paris and rehabbed it or added a wing that <br />the tax abatement would only cover new improvements or additions to the property. Mayor <br />Hashmi recognized Paris resident Ms. Alsobrook, for input on this item. <br />17. Convene into Executive Session: <br />Pursuant to Section 551.071 of the Texas Government Code, Consultation with <br />Attorney, to receive legal advice from the City Attorney about pending or <br />contemplated litigation and/or on matters in which the duty of an attorney to his client <br />under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas, <br />clearly conflict with this chapter, to -wit: a) Paris -Lamar County Health Department; <br />and b) Ranger Abbott vs. City of Paris, et al; 62nd Judicial District Court, Lamar <br />County, Texas; Cause No. 79627. <br />• Pursuant to Section 551.074 of the Texas Government Code, to deliberate the <br />appointment, employment, evaluation, reassignment, duties, discipline, or dismissal <br />
