Regular Council Meeting <br />October 10, 2011 <br />Page 5 <br />1408 <br />THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS; ESTABLISHING <br />A STOP SIGN ON EVERGREEN AT SOUTH CHURCH STREET STOPPING EAST- <br />BOUND TRAFFIC ON EVERGREEN; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, <br />A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND <br />PROVIDING AN EFFECTIVE DATE. <br />A Motion to invoke the super majority rule was made by Council Member Grossnickle <br />and seconded by Council Member Pickle. Motion carried, 7 ayes — 0 nays. <br />A Motion to approve this item was made by Council Member Grossnickle and seconded <br />by Council Member Pickle. Motion carried, 7 ayes — 0 nays. <br />15. Deliberate on the purchase of equipment for the Police Department and the Utilities <br />Department. <br />Mr. Anderson said that the four new vehicles were budgeted and that City Staff would <br />like approval to move forward with purchase of the vehicles. Chief Hundley added that the <br />Police Department would be getting approximately $8,500 per vehicle on their trade -ins and <br />would be using the State DPS Contract price, which would save the City approximately $35,000 <br />on four new vehicles. <br />A Motion to approve the purchase was made by Council Member Pickle and seconded by <br />Council Member Wright. Motion carried, 7 ayes — 0 nays. <br />16. Deliberate on the possibility of a tax free zone in West Paris for new development. <br />Mayor Hashmi said that he had requested this item and that it was similar to what <br />Council Member Pickle brought forward at the last meeting. Mayor Hashmi said that West Paris <br />had a lot of dilapidated properties, some of which could be refurbished. He said he would like to <br />look at giving a two to three year property tax break in order to get these properties on the tax <br />rolls. Mayor Hashmi said that the question of why it should not be done in other districts was <br />posed to him. He went on to say that he would like to try this with the areas that needed the most <br />improvement and if it was successful, they could initiate the program in other segments of the <br />City. <br />Mayor Hashmi asked PEDC Director Steve Gilbert to tell the Council about the TIFF <br />Program. Mr. Gilbert said the name of the Program was Taxing Increment Financing and was <br />provided for under State Law. He said to his knowledge the City did not have any TIFF districts. <br />Mr. Gilbert said it was a little bit different than a residential focused incentive, but that it was an <br />incentive in which a committee could be created to identify an area for potential redevelopment. <br />He also said the committee would identify the boundaries of that area and then the taxes would <br />be frozen once the plan was approved by the Council. Mr. Gilbert told the Council that any new <br />investment that created additional taxes in that bounded area could be captured and that <br />increment could be used for public improvements.
