8 MINUTES OF THE REGULAR CITY COUNCIL MEETING <br />s OF THE CITY OF PARIS, TEXAS <br />November 28, 2011 <br />The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday, <br />November 28, 2011, at the City Council Chamber, 107 E. Kaufinan, Paris, Texas. <br />Present: Mayor: A.J. Hashmi <br />Council Members: Joe McCarthy; Robert Avila; John Wright; Richard <br />Grossnickle; Matt Frierson; and Edwin Pickle <br />City Staff Gene Anderson, Interim City Manager/Finance <br />Director; Kent McIlyar, City Attorney; Janice Ellis, <br />City Clerk; and Shawn Napier, City Engineer <br />Oaenina Agenda <br />Call meeting to order. <br />Mayor Hashmi called the meeting to order at 5:30 p.m. <br />2. Invocation. <br />Shawn Napier gave the invocation. <br />3. Pledge of Allegiance. <br />Council Member Grossnickle led the pledge. <br />4. Citizens' forum. <br />No one spoke during the Citizens' forum. <br />Regular Agenda <br />Prior to moving to item 5, Mayor Hashmi explained that the Council had been discussing agenda <br />items as they came up on the Agenda and then took a vote. Mayor Hashmi also said that the last <br />Council meeting was conducted more in line with Robert's Rules of Order, which was taking a <br />motion, a second, discussion and then calling for a vote. Mayor Hashmi inquired of each <br />Council Member as to their preference between operating under Robert's Rules of Order, or <br />adopting a less formal policy. Mayor Hashmi referred to the City Attorney for any legal <br />specifications. Mr. McIlyar said if they wanted to follow the Roberts Rules, they would be <br />required to have a motion and a second prior to discussion and voting on items. Mr. McIlyar <br />also said that in the past few years the Council had been less formal and if Council was going to <br />
