Regular Council Meeting <br />November 28, 2011 <br />Pve 2 <br />�4c <br />going to adopt a less formal procedure, he would like to bring back an Ordinance so that the <br />written procedures could be updated. Council Member Wright asked if there could be a <br />clarification on items on prior to having a motion. Mr. McIlyar answered in the affirmative. <br />Mayor Hashmi said he understood Council Member Wright wanted to have clarification prior to <br />a motion being made and a second, which was what the Council had been doing. Council <br />Member Wright said that was correct, but that he thought the Council Member should not <br />express their view prior to a vote. Council Member Pickle said he did not like Robert's Rules of <br />Order and that he preferred to continue with the procedure the Council had been following. <br />Council Member Frierson said he was fine with what. the Council had been doing. Council <br />Member Wright said he would like clarification first. Council Member Avila said he would also <br />like clarification. Council Members McCarthy and Grossnickle, as well as Mayor Hashmi <br />expressed their preference to continue with what the Council had been doing. Mayor Hashmi <br />said appeared that the Council favored the less formal procedure and ask that an Ordinance be <br />brought back to a future meeting. <br />5. First reading, deliberate and act on RESOLUTION NO. 2011-086: A RESOLUTION OF <br />THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS; APPROVING AND <br />AUTHORIZING THE EXECUTION OF AN EXECUTIVE SEARCH AGREEMENT <br />WITH STRATEGIC GOVERNMENT RESOURCES, INC. (SGR), TO CONDUCT A <br />SEARCH FOR A NEW CITY MANAGER; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE <br />DATE. <br />A Motion to approve this item was made by Council Member Pickle and seconded by <br />Council Member McCarthy. <br />Council Member Grossnickle said SGR was a reputable company and had the lowest <br />price for services. Council Members McCarthy, Avila and Wright said there was no discussion. <br />Council Member Wright referred to page 5 of SGR's Agreement and inquired about the <br />advertisement charges. SGR CEO Ron Holifield said there would be no generic advertisement. <br />Council Member Wright also asked what would happen if the Council hired someone that SGR <br />did not bring to them. Mr. Holifield said the City would be billed for the percentage of work <br />completed by SGR. Council Member Pickle questioned how SGR was going to get better or <br />more candidates. Mr. Holifield said that when you had public postings there was a risk factor for <br />the candidates; that hiring a professional consultant conveys a sense of professionalism to <br />candidates; and SGR markets to candidates who are a good match. Mr. Holifield said the SRG <br />would meet with Council Members on an individual basis. Mayor Hashmi said that the Council <br />had reviewed approximately 70 applications, reviewed a number of the applicants and that he did <br />not want to interview persons they had already interviewed. Council Member Grossnickle said <br />he did not want to rule out all applicants. <br />Following discussion, Mayor Hashmi asked for a vote. Motion carried, 7 ayes — 0 nays. <br />6.
