First reading, deliberate and possibly act on ORDINANCE NO. 2012 -006: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, ISSUING <br />A LICENSE TO ON TIME VAN SERVICE, LLC TO OPERATE A SHUTTLE <br />SERVICE ON THE PUBLIC STREETS OF THE CITY OF PARIS, TEXAS; FINDING <br />A PUBLIC NECESSITY AND CONVENIENCE FOR ISSUANCE OF SAID <br />LICENSE; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE <br />SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Anderson said that On Time Van Service was seeking a license to operate a shuttle <br />service to transport passengers from a location within the city limits to a location either inside or <br />outside the city limits. <br />A Motion to invoke the super majority rule was made by Council Member Grossnickle <br />and seconded by Council Member Frierson. Motion carried, 7 ayes — 0 nays. <br />A Motion to approve the license was made by Council Member McCarthy and seconded <br />by Council Member Pickle. Motion carried, 7 ayes — 0 nays. <br />Mayor Hashmi moved to item 10. <br />10. Report and deliberate on the City of Paris' permit process. <br />Gene Anderson told the City Council that City Staff had been investigating the new <br />software, which would be of great help with the permitting process. He said that Cornerstone CL <br />Plus was the one they were currently reviewing and that they hoped to have something in place <br />at the beginning of the new fiscal year. Council Member Pickle asked Mr. Anderson to keep the <br />Council updated on this issue. <br />11. Deliberate and act on creation of a city planner position. <br />Mayor Hashmi explained the needs for creating this position and hiring a certified <br />planner for the City of Paris. He asked that City Council consider creating a city planner <br />position for the next fiscal year. Council Members Grossnickle, McCarthy, Avila and Wright <br />said they wanted to get the new City Manager in place first. It was a consensus of the City <br />Council to postpone this item. <br />12. Report from Chief Grooms regarding the Fire Department on operation of apparatus and <br />provide direction to City Staff on purchase or remount of new Rescue Truck. <br />City Council heard from Chief Grooms and his comparisons of repair of the department's <br />old rescue truck and purchase of a new rescue truck. After answering questions from Council, <br />the Council directed Chief Grooms to sell the old truck getting the best deal for it and purchase a <br />new rescue truck. <br />13. Report from Chief Grooms regarding overtime and staffing levels of the Fire Department. <br />
