City Staff <br />agreed they would meet, make a decision as to how to handle these permits and/or registrations <br />and inform City Council. <br />12. Update on permitting process by Mayor Hashmi; and deliberate on variance <br />commissioner. <br />Mayor Hashmi said that Council Member Grossnickle was going to address this item. <br />Council Member Grossnickle said in response to complaints about the City's permitting process, <br />that three meetings had been held at the District Office. He said some of the people were very <br />happy with the permitting process and claim they had no problems whatsoever. Council <br />Member Grossnickle said that several others felt staff was unfriendly, citing the bullet proof <br />glass. Council Member Grossnickle said that Mayor Hashmi had addressed that complaint, in <br />that part of the glass had been removed. He said another issue was the gas needing to be checked <br />by a plumber if the gas had been turned off for more than thirty days. He said that Mayor <br />Hashmi extended that at least on a temporary basis to ninety days. Council Member Grossnickle <br />also said that improvements had been made to the sign ordinance and that they were continuing <br />to hold the meetings. <br />With regard to a variance commissioner, Mayor Hashmi said his thoughts were to <br />possibly ask for a volunteer from the Planning and Zoning Commission to act as a variance <br />commissioner. He said he would like to get input from City Council and City Staff on this ideal. <br />He went on to explain that maybe having a commissioner would speed up the process for people <br />wanting to build or remodel in the City. Mayor Hashmi said this would be only for minor <br />requests in nature. Mayor Hashmi asked for input from Council. Council Member Grossnickle <br />said he thought it was a good suggestion, but would like to meet with the City Attorney to <br />determine if there were legal issues. Council Members McCarthy, Avila and Wright said they <br />would like to further study this suggestion. Council Member Pickle said during the Fire and <br />Building Code Committee, this item was discussed and the suggestion was made that the <br />Building and Standards Commission meet on a weekly basis, so that people would not have to <br />wait an entire month for a decision. Mayor Hashmi favored that ideal. Council Member <br />Grossnickle said that Mr. Napier had handed him an item called the Board of Appeals and it <br />appeared the City had a Board of Appeals that could meet at their discretion. Mayor Hashmi <br />asked Mr. Napier if they met at a scheduled time. Mr. Napier said the Board did not currently <br />exist, but the Building Code that was adopted allowed them to establish a Board of Appeals. <br />Mayor Hashmi asked Mr. Napier to bring this back to Council. Council Member Pickle said he <br />would like to get a Board established prior to making board appointments in June. City Clerk <br />Janice Ellis asked when Council wanted the item brought back and Mayor Hashmi said he would <br />like it brought back at the May 14`h meeting. <br />13. Report by Mayor Hashmi on Paris Economic Development Corporation. <br />Prior to Mayor Hashmi's report, he explained that this report was not meant to be an <br />insult to the PEDC Board, nor the PEDC Director. He said he wished to present this report in an <br />effort to make improvements. He said everyone had the same goal, which was bringing industry <br />
