First reading, discuss, public hearing and possibly act on ORDINANCE NO. 2012 -020: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS <br />AMENDING ZONING ORDINANCE NO. 1710, PROVIDING FOR THE APPROVAL <br />OF AN AMENDED SITE PLAN FOR A PLANNED DEVELOPMENT DISTRICT — <br />SHOPPING CENTER (PD -a) ON LOT 1, BLOCK 7, SPRINGLAKE ADDITION, <br />BEING LOCATED AT 350 NORTH COLLEGIATE DRIVE, PARIS, LAMAR <br />COUNTY, TEXAS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO <br />THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, <br />A PENALTY CLAUSE AND PROVIDING AN EFFECTIVE DATE. <br />City Engineer Shawn Napier said that Gerry Teague had requested a site plan approval, <br />because he wanted to construct an enclosure around a cooling unit. Mr. Napier said Planning <br />and Zoning Commission approved the site plan at their meeting. <br />Mayor Hashmi opened the public hearing and asked for anyone wishing to speak in <br />support of this item to please come forward. No one spoke. Mayor Hashmi asked for anyone <br />wishing to speak in opposition of this item to please come forward. With no one speaking, <br />Mayor Hashmi closed the public hearing. <br />A Motion to invoke the super majority rule was made by Council Member Drake and <br />seconded by Council Member Wright. Motion carried, 5 ayes — 0 nays. <br />A Motion to approve the site plan was made by Council Member Drake and seconded by <br />Council Member Lancaster. Motion carried, 5 ayes — 0 nays. <br />12. Discuss and act on Roger Stripland sewer issues. <br />City Manager John Godwin said he wanted to correct and apologize for any inaccurate <br />information that was given out at the July 9t1i meeting. He said the City made big mistakes and <br />he was told certain things that turned out not to be correct and foolishly repeated those without <br />knowing what he was talking about. Mr. Godwin apologized to the Stripland family and to the <br />City Council. He said the Stripland family did in fact meet with the former City Engineer back <br />in 2000 and the plumbing work that was done was completed under a city permit. Mr. Godwin <br />said the City should have known that fact before the last Council meeting. He went on to say the <br />somewhere along the way the City made inaccurate assumptions and failed to communicate <br />internally. Mr. Godwin said he wasn't sure how the City got to this point, but he was going to <br />find out in the next couple of days and would hold any existing staff that erred, responsible and <br />would investigate how inaccurate information was passed along. Mr. Godwin again apologized <br />to the Stripland family, Mr. Flanary, and to the City Council. He thanked Mr. Flanary for <br />holding City staff accountable. Mr. Flanary asked Mr. Godwin who gave him the information <br />and Mr. Godwin said he spoke to Mr. Anderson about it. Mr. Flanary asked Mr. Godwin if Mr. <br />Anderson told him that and Mr. Godwin answered in the affirmative. Mr. Flanary said Mr. <br />
