Convene into Executive Session pursuant to Section 551.071 of the Texas Government <br />Code, Consultation with Attorney, to receive legal advice fr om th/ City Attorney about <br />pending or contemplated litigation and/or on matters in which thety of an attorney to <br />his client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of <br />Texas, clearly conflict with this chapter, as follows: <br />• Development Corporation Act; <br />• City of Greenville, et al. vs. Syngenta Production; Case No. 3:10 -CV- <br />00188; <br />• Ranger Abbott, 125 41" S.W. <br />Mayor Hashmi said they would be discussing only the City of Greenville lawsuit and <br />convened City Council into Executive Session at 5:04 p.m. <br />6. Reconvene into Open Session and possibly take action on those matters discussed in <br />Executive Session. <br />Mayor Hashmi convened City Council into open session at 5:17 p.m. Mayor Hashmi said <br />they heard from the City Attorney about the City of Greenville lawsuit. <br />A Motion to authorize the City Attorney to file a claim in the City of Greenville, Illinois <br />vs. Syngenta lawsuit on behalf of the City of Paris was made by Council Member Grossnickle <br />and seconded by Mayor Hashmi. Motion carried, 6 ayes — 0 nays. <br />7. Discuss and possibly act on budgeting for dilapidated structures. <br />Mayor Hashmi said over the years different City Councils had discussed how to handle <br />dilapidated structures. He said small amounts of money had been budgeted and dilapidated <br />houses had been taken down, but the City was still full of dilapidated houses and buildings. <br />Mayor Hashmi said he was going to make a Motion and asked that Council support it. He said <br />$22,525,947.07 was in the general fund excluding commitments. Mayor Hashmi said <br />$9,449,219.00 was the estimated general fund balance as of September 30, 2012. Mayor Hashmi <br />said as of September 30, 2012, the estimated balance for the water and sewer fund was <br />$3,767,322.00. He said the finances of the City had been managed well and that the City had an <br />excess of three months reserves. Mayor Hashmi said there were twenty -eight houses awaiting <br />demolition which had gone through the process and an additional seventy houses pending <br />Building and Standards Commission for a total of about ninety -eight homes. He said an average <br />price of demolition of a house was about $4,000.00. <br />A Motion to approve $400,000.00 out of the general fund as a onetime expense to take <br />down all of the dilapidated houses in the City at one time excluding downtown buildings was <br />made by Mayor Hashmi. He said this bold step would affect the entire community and that they <br />would see a clear difference in the City. He said they needed to come up with separate ideals of <br />
