Item No. 12 <br />memorandum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Alan Efrussy, AICP, Planning Manager <br />SUBJECT: ZONING CHANGES FROM A LIGHT INDUSTRIAL DISTRICT (LI) TO A <br />PUBLIC LANDS AND INSTITUTION DISTRICT LOCATED AT 2310 AND 2320 N.W. <br />19TH STREET. <br />DATE: October 6, 2015 <br />BACKGROUND: This application is for a public hearing to consider the petition the City of <br />Paris for a change in zoning from a Light Industrial District (LI) to a Public Lands and Institution <br />District (PLI) on Lot part of 12 and part of 13, City Block 297, being located at 2310 and 2320 <br />N.W. 19th Street. <br />STATUS OF ISSUE: The City staff has determined the following findings: <br />(A) Existing Land Use: This property fronts on N.W. 19th Street and is comprised of 0.571 <br />acres, and there are no buildings or structures on these premises. The property has a substantial <br />amount of existing trees and there is no floodplain on this site. Existing single - family homes are <br />located adjacent on both the north and south sides of this subject property. To the east, south, <br />and southeast of this subject property are business uses which includes a large area devoted for <br />vehicle parking. Across 19a` Street and to the west, northwest, and southwest of the subject <br />property is located the Union Hall building; it includes the facilities of United Food and <br />Commercial Workers Union Local 540; the Employees United Federal Credit Union; the Paris <br />Police Officers Association; Local 176. <br />(B) Existing Zoning of the Subject Property: The property is currently zoned Light Industrial <br />District (LI). <br />(C) Proposed Land Use: This proposed use is for a City of Paris operated EMS facility. This <br />structure will provide for an EMS dispatch crew; crew sleeping quarters, and parking for EMS <br />and personal vehicles. There would be minimal noise level from this EMS use.
