provides excellent emergency access to Loop 286 and the proximity of N.W. 19th Street offers <br />ready access to other parts of Paris. <br />(D) Proposed Zoning of the Subject Property The proposed zoning for this property is the <br />Public Lands and Institution District (PLI). The purpose of this zone is to primarily provide a <br />zoning district for land uses that are mainly publicly oriented; in particular, this EMS proposed <br />use can be found in the Zoning Ordinance in Sec. 8 -102 "Special Uses" under the category of <br />"Schedule of Uses ", namely: "Public Owned Buildings and Lands." Therefore, since this will <br />be a city -owned building, this PLI district is the appropriate zoning. <br />Further, while the existing zoning is Light Industrial, it can be observed from reviewing the <br />Zoning Ordinance, that there are a number of permitted uses in the Light Industrial district that <br />would be more intensive in character than this proposed EMS use. <br />(E) The Master Thoroughfare Plan (MTP) within the Comprehensive Plan: <br />For this subject property, the MTP recommends that N.W. 19th Street be classified as an Arterial <br />Roadway; the current R.O.W. on N.W. 19th fronting this site 40 feet. In this area 19th street <br />"dead ends" into the back of Lake Crook. <br />(F) Parks Recreation, and Open Space Master Plan: The following are the key graphics in this <br />park master plan: (1) Existing Parks and Open Space; (2) Trail and Sidewalk map; and (3) <br />Future Parks and Open Spaces; none of these plan maps are impacted by this EMS proposal. <br />(G) The Future Land Use Plan (FLUP) within the Comprehensive Plan: <br />The FLUP recommends Light Industrial on a portion of the eastern side of this subject property; <br />the remainder of the property recommended for Low Density Residential (LDR) use, as is the <br />property across N.W. 19a' street in this area. Typically, and in terms of land use compatibility, <br />low- density residential uses are not recommended adjacent to light industrial uses. The <br />Comprehensive Plan describes LDR use as "... representative of traditional, single - family <br />detached dwelling units ... The areas designated for low density residential land use are <br />generally not adjacent to major thoroughfares or compatible land uses, and are in proximity to <br />existing single - family residential land use." The subject envisions is currently represented by <br />scattered single- family dwellings. <br />In regard to the sparsely located existing single - family units; the existing industrial and <br />commercial character of the subject area; the functional location of this site for efficient EMS <br />service /emergency delivery; the additional opportunity for EMS services to be closer to city <br />residences, businesses and services; the fact that this EMS facility is determined to be less land <br />
