Robert Talley stated the owner is deceased and the son Arson Lane wanted to <br />repair the structure. At this time nothing is done. The foundation is damaged, <br />missing and deteriorating wood, windows broke, unsecure, ceiling tiles falling <br />and leaning. <br />Robert Talley's recommendation: 30 days to demolish if not the City has the <br />right to demolish and apply a $1000 per day civil penalty. <br />Motion was made by Matthew Allen, seconded by Chad Lindsey to accept <br />Robert Talley's recommendation. Motion carried unanimously. 5 -0 <br />4. Code Enforcement Update <br />Five structures were presented to BSC and two were demolished in the month of August. <br />The Commission asked that the Building Official Robert Smith to come answer question <br />that they have. Robert Smith explained to the Commission his process of inspections. <br />What is the city looking for? All contractors or property owners must pull permits, <br />structures must have upgrade services, repaired wood, etc. correctly and with correct <br />supplies and the structure must be safe. He explained that the type and grade of material <br />is stated in the code books and that he explains where the codes can be found so that <br />contracts and property owners can make sure they are doing projects correctly. The <br />structures must be secure to keep animals and weather out. If a project is started and <br />inspection finds the project is not done correctly a stop work order will be issued and the <br />issue has to be corrected before it passes inspection. The code books are on file at the <br />Paris Library. <br />Discussion on why the City of Paris doesn't have property maintence codes. Most feel <br />like it's due to poverty, finances and peoples view are different. <br />Robert Talley informed the Commission that a meeting will take place next week to <br />discuss changing the ordinances for the Building and Standard Commission to hear <br />rubbish cases. This will be last resort for repeat offenders. <br />Robert Talley stated that at this time property owns with current water bill can take 4 <br />yards of junk, rubbish or trash per month on Church Street for disposal and that they can <br />take items to the landfill with a water bill also. <br />5.
