Regular Council Meeting <br />October 12, 2015 <br />Page 4 <br />concern, citing the Glicks /Recycling Depot matter, the Church Street Project and the Houston <br />Street Project. He also said the Church Street Project was not completed and done correctly and <br />was going to probably end up costing the City more money. Mayor Hashmi said the Houston <br />Street Project lacked supervision and oversight and may require additional work to correct some <br />items. He said he had discussed this with the City Manager, as well as a possible conflict with <br />the former city engineer working on these same projects. Mayor Hashmi said he had a problem <br />with the city engineer working on the bond water and sewer project and that he did not want the <br />City to waste tax payer funds. Council Member Lancaster said these projects all ended up bad, <br />because there was poor oversight and that she also had a problem with the former employee <br />working on the City bond water and sewer project. Council Member Jenkins said he was not <br />comfortable with the former employee working on the water and sewer projects based on how he <br />handled the recent City projects. Council Member Plata said some of the jobs bid out did not turn <br />out so good and he thought having an outside inspector would help with those types of problems. <br />Council Member Clifford said based on what he had seen he was opposed to the former city <br />engineer working on the bond water and sewer projects. Council Member Frierson said the <br />initial contract was with AECOM and questioned if the City Council was now in the business of <br />deciding on sub- contractors. He questioned if Council was placing liability on the City. City <br />Attorney Kent McIlyar said he would give his thoughts from a legal standpoint in executive <br />session if Council desired to do so. Council Member Pickle agreed with Council Member <br />Frierson citing this was very bad city government. Mayor Hashmi questioned why Council <br />would want the same person to be actively involved on the bond projects when that person <br />managed the city projects and the City ended up with shortfalls. Mayor Hashmi asked the city <br />manager for an opinion. Mr. Godwin said he would not take sides in the Council's discussion <br />but understood some members' concerns. Mr. Godwin said there were errors and omissions <br />made, but Mr. Napier was a good person and a very good employee. He also said it was a little <br />unusual for Mr. Napier to manage a project that he managed for the City and that unfortunately, <br />perception was important. Council Member Lancaster said this was a lot of money and a big <br />project for the City. She said if they have any questions in their mind, they need to resolve those <br />questions. <br />Following additional discussion, City Council gave direction to the City Manager to meet <br />with HWH about the Council's concerns and to bring a conclusion back to the Council. <br />16. Receive presentation from John Carney of Trenchless Technologies, Inc.; John Newel of <br />No -Dig Tech, LLC; and Mark Mathis of WL Prospecting about trenchless pipe bursting; <br />discuss and possibly take action. <br />City Council heard from John Carney about trenchless pipe bursting, who asked the <br />Council to consider approving a resolution to modify the City's bid proposal to include <br />trenchless pipe bursting method as an option. Mr. Carney said the method would be mean less <br />disruption to the citizens, the City could get more pipe in the ground for their money and it <br />would last twice as long. Council also heard from Mark Abbey of AECOM, who explained that <br />pipe bursting could not be used all over the town, because of where the pipes had to be laid and <br />this method was better used for long stretches. Mr. Abbey further explained they did look at <br />pipe bursting in some places. Public Works Director Jerry McDaniel asked Mr. Carney if they <br />
