Regular Council Meeting <br />October 12, 2015 <br />Page 5 <br />could guarantee the 1,000 feet of trenchless pipe would cost the City 20% less and Mr. Carney <br />answered in the affirmative. Engineering Tech Shane Grissom told the Council that Contract IV <br />included an option for trenchless pipe bursting. <br />Following additional discussion between the City Council, Mr. Carney, Mr. Abbey and <br />Mr. Grisom, it was a consensus of the City Council that Mr. Carney and AECOM get with City <br />staff to discuss this. <br />17. Discuss the Airport Advisory Board minutes of July 16, 2015. <br />A Motion to remove this item from the table was made by Mayor Hashmi and seconded <br />by Council Member Lancaster. Motion carried, 7 ayes — 0 nays. <br />Following a brief discussion, Mayor Hashmi said he wanted to table this item until he had <br />a chance to review minutes from several other meetings. <br />A Motion to table this item was made by Mayor Hashmi and seconded by Council <br />Member Lancaster. Discuss and act on a new airport hangar ground lease policy. <br />Mr. Godwin said for a long time the Airport Advisory Board had discussed and debated <br />making changes to the existing airport hangar lease documents. He also said at their last board <br />meeting, they approved recommending a new ground lease policy for privately -built hangars <br />which included three major changes in the new recommended policy. Mr. Godwin said those <br />changes included extending the basic lease period from 25 years to 40 years, the lease cost per <br />square foot would be increased from $0.25 to $0.40, and some of the insurance requirements <br />would be reduced. <br />A Motion to approve the recommended changes was made by Council Member Pickle <br />and seconded by Council Member Lancaster. Motion carried, 7 ayes — 0 nays. <br />19. Discuss failure to stop for school buses during loading and unloading of children, and <br />provide direction to staff. <br />Mayor Hashmi said he placed this item on the agenda, because of the concerns that had <br />been expressed about safety of the children. Chief Hundley told Council that patrol officers were <br />now trailing buses to help with this concern. He also said there was a new program that began <br />that day where PISD had one of their officers on a school bus. Council Member Plata said he did <br />not understand why all elementary schools were not patrolled. Council Member Frierson said it <br />did make a difference when there was the presence of an officer at the school. Mayor Hashmi <br />suggested that the letter received by the Council be forwarded to the Paris News and there be <br />public education on this matter. Chief Hundley said it was in the plan. <br />
