Motion was made by John Lee, seconded by Billy trenado to recuse Barney Bray. Motion <br />carried 6 -0. <br />Motion was made by Billy Trenado, seconded by John Lee to approve the petition. <br />Motion carried 6 -0. <br />Motion was made by Mike Folmar, seconded by Jerry Akers for Barney Bray to return to <br />the meeting. Motion carried 6 -0. <br />A motion was made earlier to combine items 4 through 6. <br />4. Public hearing to consider the petition of Skyler Burchinal for a change in zoning from a <br />General Retail District (GR) and Single Family Dwelling District No. 2 (SF -2) to <br />Commercial District (C) with a Specific Use Permit (55 -Self Storage /Mini Warehouse) on <br />Lot 7, part of 8 and 9, City Block 249, being located in the 2500 Block of Lamar Avenue. <br />Public hearing was declared open. <br />Shawn Napier, City Engineer stated that after Mr. Burchinal submitted his zoning change <br />and plats for the subject property it was discovered that ATMOS has an easement on the <br />property that would limit what Mr. Burchinal could build. Mr. Napier further stated that <br />Mr. Burchinal has not purchased the property and this application that has been submitted <br />to the City of Paris list Mr. Burchinal as the property owner. This application cannot be <br />legally approved <br />A. No one spoke in favor. <br />B. One individual spoke in opposition. <br />Donie Hussey, 3231 Hubbard Street Paris, Texas, spoke in opposition of the <br />petition. Mrs. Hussey stated that her property is to the east of this subjected <br />property and she believes that constructing storage units is not the best use for this <br />land. Mrs. Hussey further stated that she has concerns about the property value, <br />security issues, traffic flow and drainage issues. <br />Public hearing was declared closed. <br />5. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Sky Park Addition <br />CB 249, located in the 2500 Block of Lamar Avenue. <br />6 Consideration ofand action on the Final Plat of Lot 1, Block A, Sky ParkAddition CB 249, <br />located in the 2500 Block of Lamar Avenue. <br />Motion was made by John Lee, seconded by Barney Bray to deny the zoning change, <br />preliminary plat and the final plat for Skylar Burchinal located in the 2500 Block of Lamar <br />Avenue, subject to the City Engineer's recommendations. Motion carried 7 -0. <br />
