Conduct a public hearing, discuss and act on ORDINANCE NO. 2015 -037: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE LOT 1, CITY BLOCK 258 -A, <br />BEING LOCATED AT 2185 AND 2193 EAST CHERRY STREET, IN THE CITY OF <br />PARIS, LAMAR COUNTY, TEXAS, FROM A MULTIPLE FAMILY DWELLING <br />DISTRICT -2 (MF -2) TO A COMMERCIAL DISTRICT (C); ADDING A SPECIFIC <br />USE PERMIT (55) FOR A SELF STORAGE/MINI WAREHOUSE TO THE <br />EXISTING PROPERTY; DIRECTING A CHANGE ACCORDINGLY IN THE <br />OFFICIAL ZONING MAP OF THE CITY; PROVIDING A REPEALER CLAUSE, A <br />SEVARIBILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND <br />PROVIDING AN EFFECTIVE DATE. <br />City Manager John Godwin explained that initially Mr. Efrussy's recommendation was to <br />deny this zoning change. However, after further discussion during the Planning and Zoning <br />Commission meeting, and hearing what was surrounding this property, staff was now <br />recommending approval of the zoning change. <br />Mayor Pro -Tem Lancaster opened the public hearing and asked for anyone wishing to <br />speak in favor or in opposition of this item, to please come forward. Wayne Brown spoke in <br />support of this zoning change citing he had obtained 23 signatures of people in the neighborhood <br />who also supported the zoning change. With no one else speaking, Mayor Pro -Tem Lancaster <br />closed the public hearing. <br />A Motion to approve this item was made by Council Member Pickle and seconded by <br />Council Member Frierson. Motion carried, 5 ayes — 0 nays. <br />24. Conduct a public hearing, discuss and act on an Ordinance considering the petition of the <br />City of Paris for a change in zoning from a Lake Crook Planned Development District <br />(LCPDD) Sub -Zone 1, the Resort Area to an Agriculture District (A) on which property <br />is commonly known as Lake Crook, comprised of 3,000 +/- acres of land, in addition to <br />1,000 +/- acres of lake area. <br />Mr. Godwin explained that Planning and Zoning conducted a public hearing on <br />December 7 and after discussion and hearing testimony, the Commission voted 7 -0 not to rescind <br />or amend the ordinance. Mr. Godwin recommended that the public hearing be opened, that they <br />take no testimony but keep the public hearing open until the next council meeting. <br />Mayor Pro -Tem Lancaster opened the public hearing and asked for anyone wishing to <br />speak in support of opposition of the item, to please come forward. Jackie Alsobrook, 4135 <br />Misty Lane — she said she hoped that Council would do what was suggested by Dr. Hashmi and <br />save this property. Mrs. Alsobrook said if people wanted high dollar homes they would move to <br />
