House stated that he has requested to change the zoning on the back portion of the <br />property to General Retail (GR) to match the front. Mr. House stated that he wants <br />to construct a two story apartment complex for senior citizens but all might not be <br />senior citizens. The planning and zoning commission had concerns about the <br />drainage. Shane Grissom, Engineering Technician stated that right now we are just <br />looking at the zoning change, the drainage issues will come up in the platting <br />process. <br />Skylar Burchinal, 261 S.E. 26th Street Paris, Texas, spoke in favor of the petition. <br />Mr. Burchinal stated that he support Mr. House in his zoning change. He does <br />believe that the drainage will need to be address when that time comes. Mr. <br />Burchinal further stated that he would love to see something happen to his property <br />he had tried himself but it didn't work out in his favor. <br />William Bowerman, 330 S.E. 39th Street Paris, Texas, spoke in favor of the <br />petition. Mr. Bowerman stated that he is the current property owner and this <br />property has been in his family for 75 years. Mr. Bowerman stated that he has been <br />in contact with Atmos Energy to get a set easement for the gas line instead of a <br />blanket easement. Mr. Bowerman stated Atmos Energy has told him that they will <br />be cutting down the trees behind the properties on 25th Street. Mr. Bowerman <br />further stated that he hopes the board will approve the zoning change because he <br />doesn't see anyone contacting him to build a single - family dwelling in the location. <br />B. One individual spoke in opposition. <br />Patsy Bolton, 205 S.E. 25th Street Paris, Texas, spoke in opposition of the petition. <br />Mrs. Bolton stated that they have lived there for 45 years and they have had <br />flooding issues in this neighborhood. Mrs. Bolton further stated that she has <br />concerns about the trees being removed, the noise, trash and privacy. <br />Public hearing was declared closed. <br />Mike Folmar left at 6:24p.m. <br />Motion was made by Barney Bray, seconded by John Lee to approve the petition. Motion <br />carried 5 -0. <br />6 Consideration of and action on the Preliminary Plat of Lot 1, Block A, American Plant <br />Food 188 Addition, located at 1231 S.E. e Street. <br />Shane Grissom reviewed the preliminary plat with commissioners. Motion was made by <br />Barney Bray, seconded by Billy Trenado to approve the preliminary plat, subject to the <br />Engineering Technicians recommendations. Motion carried 5 -0. <br />
