Wilson stated it would be PEDC responsibility to disconnect the utilities. Mr. Wilson stated that transformers <br />had been removed and the area had been cleaned up, and the Church service had also been disconnected. Mr. <br />Wilson went on to say that the sprinkler system will be removed for preservation by Fire Tech and is not to <br />exceed $1500.00. Mr. Wilson stated the gas service would have to be disconnected. Mr. Bray stated the gas <br />company would have to disconnect the gas service, and the property owner would have to call that request in. <br />Mr. Wilson made a motion for Mr. Manning to sign the contract approving Sanitation Solutions to complete the <br />work. Mr. Turner seconded the motion. The motion carried 4 -0. <br />Discuss and possibly approve the Director's travel to the Red River Valley Association Annual <br />Convention on February 17 -18, 2016: <br />Mr. Wilson stated this was on the agenda because of things that happened in the past pertaining to travel and the <br />criticism received for such. Mr. Paris stated this would be a worthwhile endeavor, and understands travel <br />requires the Board's approval. Mr. Wilson stated he had been following the project closely; that the project has <br />to do with navigation on the Red River. Mr. Wilson went on to say he has been attending the meetings at his <br />own cost and he will be attending this conference at his own personal cost also. Mr. Wilson stated while it may <br />not be realized in his lifetime, the project is to install locks and dams up to the 130 Bridge, then to the Denison <br />dam down to Shreveport on the Red River. Mr. Manning stated that the future generations should be considered. <br />Mr. Wilson stated the Valley Authority had requested and received industry specs of Paris Texas and Lamar <br />County, and the Industries needed to have representation present. <br />Mr. Brockman made a motion to approve the Director's travel. The motion was seconded by Mr. Turner. <br />The motion carried 4 -0. <br />Convene into Executive Session: <br />The Board convened into Executive Session at 4:33 PM. <br />Reconvene into Open Session and possibly take action on item(s) discussed in Executive Session: <br />The Board re- convened at 5:21PM. <br />Mr. Brockman made a motion to approve $1000.00 per month for health insurance for Executive Director <br />Michael Paris and his family to be used at his discretion along with $1000.00 incidentals expenses and <br />$2,500.00 for moving expenses. The motion was seconded by Mr. Turner. The motion carried 4 -0. <br />Mr. Turner made a motion to bring item #6 back to the table for discussion and possible approval. Mr. Wilson <br />seconded the motion. Mr. Wilson stated that the Salaries and Wages has been broken down and decreased by <br />$94,000.00 and Contract Labor had been increased the budget $81,530.00 a change of $85,530.00. Paula <br />Brownfield clarified the moving expense line item Number 304 was $3,500.00 Mr. Wilson went on to say that <br />Skinner $116,000.00 has changed to zero. Mr. Wilson stated Project Results was now allocated $50,000.00 for <br />jobs training. Mr. Wilson stated under Capital Expenses for the Sanitation Solutions contract there is now <br />$50,000.00 for the possible contract overages. <br />Mr. Turner made a motion to adopt the revised budget. Mr. Brockman seconded the motion. The motion carried <br />4 -0. Mr. Wilson stated the budget would now need to be presented to the City Council. <br />
