Commissioner Alsobrook called the meeting to order at 4:00 p.m. quorum present. <br />2. A motion was made to approve the of minutes from February 10, 2015 by Commissioner Dux, <br />seconded by Commissioner Peeples, motion carried 5 -0 <br />3. Discussion and possible action on the following certificate of appropriateness: <br />a. 104 Bonham Street, Paris Bank Tower, west wall facade damage <br />Owner of building David Alarid with CRTA Holdings explained that a the exterior layer of bricks on the <br />western wall of the property had shifted and moved approximately S inches in a period of afew days. He <br />further explained that he has been working with the Texas Historical Commission Tax Reviewer and due to <br />the potential of failure of the western exterior brick layer it was eminent that the outer facade be removed <br />immediately for safety of the buildings and public. The fire Chief Larty Wright also stated that this is a high <br />concern, and he has made the Fire department aware of the situation in case of response. Mr. Alarid <br />anticipates this will take a few months to complete, but wanted to make everyone aware that without <br />addressing the situation it could potentially turn into a safety concern. He also anticipates using the same <br />brick he is removing. And turning it around to match the rest of the favade. <br />A motion was made by Commissioner Allcorn to approve the removal of the west exterior layer <br />before it falls, motion seconded by Commissioner Peeples, motion carried 5 - 0 <br />4. Discussion and Possible Action on Fagade Grant for 140 N. Main Street Steve Harper <br />HPO stated that because of changes to the structure approved in COA #2015 -017 approved for 140 N. Main, <br />the commission would need to make a decision on the approval of the $2,500 grant that was given to Mr. Harper <br />for improvements to theproperty. Mr. Harper explained that he had some construction drawings for thepurpose <br />of bidding and the contractor who was doing the work didn't realize he had changed the scope of work based on <br />the drawings from the Texas Main Street design staff. He stated that when he realized the work was different, they <br />were too late into the construction to change the work. He further stated that the building looks exactly like the <br />134 N. Main building that was approved by the commission in 2014 so he didn't feel like it would be a problem. <br />After some discussion, Commissioner Peeples made a motion to approve the fayade grant for $2,500 based on <br />the design was symmetrical with a formerly approved design on the same building. The motion was seconded by <br />Pat Conrad, motion carried 5 - 0 <br />
