He also said these older streets were in horrible <br />shape from extensive excavations and needed much repair. Mr. Godwin further said the more <br />expensive alternative was the only practical way to movie forward and that the original bid, <br />deleted the thin coating and added the full hot mix gutter -to gutter overlay, which would result in <br />a net cost increase of $99,500. <br />A Motion to approve this item was made by Mayor Hashmi and seconded by Council <br />Member Clifford. Motion carried, 5 ayes — 0 nays. <br />18. Discuss and act on a Public, Educational & Governmental Access Channel (PEG) and <br />public information program. <br />A Motion to bring this item from the table was made by Council Member Pickle and <br />seconded by Council Member Clifford. Motion carried, 5 ayes — 0 nays. <br />Finance Director said in 2010, the City opted to collect a I% PEG fee to help promote <br />transparency of and easy access to local government through local cable and the internet. He <br />said PEG fees could provide equipment for the City to develop its own programming, and to <br />renovate the unused area above the Council Chambers for a studio and production space and that <br />funding one full -time employee and other expenses would be provided by the City. He asked the <br />Council to consider a pilot program. Council Member Pickle inquired if other board meetings <br />could be videoed and Mr. Anderson answered in the affirmative. Council Member Clifford <br />inquired about how the required 8 hours a day would work and Mr. Anderson explained it could <br />come from other sources. Council Member Clifford wanted to know how much money was in <br />the fund and Mr. Anderson said approximately $345,000. Council Member Clifford said he <br />could not see this because it was archaic, and that three- fourths of the public information <br />channels were dead. Council Member Lancaster said remodeling was attractive but technology <br />seemed old. Citizen Michael Glatfelter asked if PJC and the County could be included and Mr. <br />Anderson said if they were interested, they could probably have the employee film meetings and <br />broadcast for a fee, which would help toward the costs for the City. Mayor Hashmi wanted to <br />know if they could automate the system to re -run the meetings for eight hours and still remodel <br />city hall. Mr. Anderson said he would have to explore that. Council Member Clifford suggested <br />staff explore web -cams as it would be less expensive then hiring a new full -time employee. <br />Mayor Hashmi said he would like to table this item pending answers to questions about <br />automation, and made a Motion to table this item. Citizen Billy Trenado asked which account <br />the funds would come from if the City hired a new full -time employee and Mayor Hashmi said <br />the salary would come from the general fund. It was a consensus of the City Council to postpone <br />this item pending further information. <br />19. Discuss a Tax Increment Reinvestment Zone and provide direction to city staff. <br />A Motion to bring this item from the table was made by Mayor Hashmi and seconded by <br />Council Member Lancaster. Motion carried, 5 ayes — 0 nays. <br />
