Regular Council Meeting <br />March 14, 2016 <br />Page 6 <br />Mr. Godwin explained that tax increment financing sets aside funds to redevelop areas <br />within cities and if they create a TIRZ for downtown Paris, then new construction would cause <br />ad valorem values to increase, and the increased revenue would be placed into a separate TIRZ <br />fund instead of the City's general fund. He said property owners may be encouraged to invest <br />more readily if they knew increased tax payments would stay in their neighborhood. Mr. <br />Godwin explained that TIRZ funds could be pledged against the sale of bonds for a significant <br />project. He said they would have to have a board and a plan in place. <br />Following discussion among Council Members and the City Manager, it was a consensus <br />to receive more information about the tax increment reinvestment zone. <br />20. Discuss and act on a curbside recycling program for the city residents. <br />A Motion to bring this item from the table was made by Mayor Hashmi and seconded by <br />Council Member Lancaster. Motion carried, 5 ayes — 0 nays. <br />Mayor Hashmi said he placed this item on the agenda in order to explore the possibility <br />of curbside recycling, because the current recycling program had been very successful. <br />Mr. McDaniel said the current program was working very well, but that curbside was <br />expensive. He said it would cost the City $600,000 to $700,000 a year if they hired a contractor. <br />Mayor Hashmi inquired about landfill savings and Mr. McDaniel said there were savings but <br />could not give a breakdown because it was not tracked in that manner. Mayor Hashmi asked <br />Josh Bray if they had recycling in their business. Mr. Bray said they did serve other cities, and <br />that curbside service was expensive. <br />Public Works Director Jerry McDaniel told the Council another bin had been ordered and <br />some businesses were interested in purchasing bins to be placed at other locations. Mr. Godwin <br />said the bins would have the logos of the businesses and sought direction from Council. <br />Following additional discussion, it was a consensus of City Council to accept the bins <br />from businesses for placement at other locations. It was also a consensus of City Council to not <br />take further action at this time on a curbside recycling program but possibly revisit the subject in <br />the future. <br />21. Discuss and act on ORDINANCE NO. 2016 -010: AN ORDINANCE OF THE CITY OF <br />PARIS, TEXAS, DECLARING UNOPPOSED CANDIDATES IN CITY COUNCIL <br />DISTRICTS 1, 2, AND 3 FOR THE MAY 7, 2016, GENERAL ELECTION BE <br />ELECTED TO OFFICE; DETERMINING THAT NO GENERAL ELECTION BE <br />HELD IN DISTRICTS 1, 2 AND 3; DIRECTING THAT A COPY OF THIS <br />ORDINANCE BE POSTED AT APPROPRIATE POLLING PLACES; DIRECTING <br />THAT A CERTIFICATE OF ELECTION BE ISSUED TO THE UNOPPOSED <br />CANDIDATES; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO <br />
