Item No. 11 <br />memorandum <br />TO: Mayor & City Council <br />John Godwin, City Manager <br />FROM: Alan Efrussy, AICP, Planning Manager <br />SUBJECT: PUBLIC HEARING REGARDING LAND USES TO BE DELETED, <br />MODIFIED, AND ADDED TO THE CENTRAL AREA ZONING DISTRICT <br />DATE: April 5, 2016 <br />BACKGROUND: This application is for a public hearing to consider and take action regarding <br />the petition of the City of Paris to delete, modify, and add certain land uses in the Central Area <br />(CA) Zoning District in the Paris, Texas, Zoning Ordinance No. 1710. The City of Paris adopted <br />a temporary zoning ordinance in 1942, and ordinances amending the zoning ordinance were <br />passed by the city council in 1945, 1957, and, 1965. Additional amendments were added to the <br />Zoning Ordinance (No. 1710, April 12, 1965) during 1971 through 1987. <br />It is appropriate for municipal staff and officials to periodically address updating of the city's <br />comprehensive plan and zoning ordinance. Recently, the City Council approved updating certain <br />elements of the Zoning Ordinance. That included a partial update of the Zoning Ordinance and <br />an update of the Zoning Ordinance definitions sections, which in many cases were old, outdated, <br />and /or did not include definitions or terms that are part of modern American zoning practice. <br />At the public hearing held by the Planning and Zoning Commission on April 4, 2016, the <br />Commission unanimously approved the elements regarding the Central Area Zoning District, <br />including changing the staff submitted definition of "columbarium "; all of these elements are <br />stated in the adopting Ordinance that is enclosed with this memorandum. One person spoke in <br />favor of this project, and no person spoke in opposition. <br />STATUS OF ISSUE: (A) The Paris downtown area reflects important historical and architectural <br />representations for the city and the region. This area also represents important existing and future <br />opportunities for business, recreational, and residential uses. In that regard, currently the Paris <br />city staff (representing many different departments) is in the process of preparing procedures and <br />plans to enhance the visual and functioning aspects of downtown. <br />1 <br />
