As a component of this downtown enhancement program, the staff is also evaluating the uses of <br />land in the Paris downtown area. Staff believes certain uses that are allowed are too intensive for <br />the existing and proposed character of downtown. Uses that are too intensive are also: (a) <br />incompatible with other uses downtown, (b) do not co —ordinate well with existing and proposed <br />uses downtown, and (c) oftentimes are at a scale that is incompatible with pedestrian — oriented, <br />recreational uses, and /or business uses that can enhance the functioning and aesthetic qualities of <br />a downtown that is the size and has the location in relation to the rest of the city that Paris has. <br />Therefore, to aid in establishing uses that are more compatible with a modern Paris downtown, <br />the city staff is recommending that some of the uses that are now in the Zoning Ordinance be <br />removed from allowance in the Paris downtown through their elimination from the Central Area <br />(CA) Zoning District in the Zoning Ordinance. Where said uses currently exist, they will <br />continue to be allowed, as per Zoning Ordinance (Ord. No. 1710), Section 15. Non - Conforming <br />Uses and Structures. Also, the Planning and Zoning Commission has recommended, at its <br />discussion session on March 7, 2016, that selected land uses in the CA Zone be modified, with <br />some new uses added, in addition to support of the land uses they recommended can be deleted, <br />and as are reflected on the attached adopting ordinance. <br />The recommendations within the enclosed adopting ordinance were prepared originally through <br />the coordination of John Godwin, city manager; Cheri Bedford, main street coordinator; and <br />Alan Efrussy, AICP, planning manager, and the format was prepared by Stephanie H. Harris, <br />interim city attorney. As part of this process, the city staff established the following for the <br />review, commentary, and public hearing procedure: (a) conduct a discussion with the Planning <br />and Zoning Commission at its March 7, 2016 meeting; (b) conduct a discussion with the Main <br />Street Advisory Board at its March 8, 2016 meeting; (c) conduct a discussion with the Historic <br />Preservation Commission at its March 28, 2016 meeting; (d) conduct a public hearing with the <br />Planning and Zoning Commission on April 4, 2106: all of the meetings have been held; (e) a <br />public hearing before the City Council on April 11, 2016 is scheduled. <br />(B) Consensus of Board and Commissions: <br />1. The Planning and Zoning Commission. At its March 7, 2016 regular meeting, the <br />commission held a discussion session regarding the staff recommendations for the <br />Central Area Zone. Staff supports all these commission recommendations, and they are <br />stated in the enclosed adopting ordinance. The consensus of the commission was for the <br />city staff to conduct public hearings before the commission and the city council, <br />regarding said enclosed adopting ordinance. <br />2. Main Street Advisory Board. At its March 8, 2016 meeting, city staff discussed the staff <br />and the Planning and Zoning Commission's recommendations regarding this subject <br />2 <br />
