commission if there were any other comments or questions of Mr. Hider. Hearing none <br />Commissioner Allcorn called for a motion. Commissioner Peeples made a motion to approve <br />the restoration of the porch to the original configuration as recommended in the Design <br />Standards by removing the old materials and opening up of the front up, rebuilding craftsman <br />style tapered porch supports. Seconded by Commissioner Knox, Motion carried 6 - 0 <br />Commissioner Allcorn called for a motion to recuse Commissioner Conrad to present her <br />certificate of Appropriateness for the property listed below, commissioner Barbee made the <br />motion, seconded by commissioner Allcorn, motion carried 5 — 0 <br />COA # 2016 -016 1095 1" SW Street, Replacing Roof, Pat Conrad <br />Ms. Conrad informed the commission that she purchased the residence a few months ago <br />and proceeded to paint and put a new roof on it. It had been vacant prior to this for two <br />years and was falling into disrepair. She began work improve the property by painting and <br />roofing. She was made aware by a concern citizen that she was in the historic district and <br />was told that metal roof was not allowed. She also was informed that she must appear <br />before Historic Commission when she pulled her roofing permit to add a metal roof. She <br />noted the structure was a residential building although it is surrounded by commercial <br />buildings, and had been used as an office before being vacant. <br />Commissioner Peeples asked the Ms. Bedford (HPO) if there was clarification on the <br />standards for the district on this type of roof. He had noted that the from reviewing the <br />Design Standards it was his understanding that standing seam metal roof were <br />appropriate, however the type of roof Ms. Conrad was presenting was an R- Panel. Ms. <br />Bedford reported she had called the Certified Local Government office and discussed <br />r panel material type and the construction period (19 73) of the building on the property <br />based on the Design Standards for the Historic District of the City of Paris, page 117 <br />stating "do not install a roofing material with a profile that did not exist at the time period <br />the house was constructed. " She queried whether the type of roofing material existed at the <br />time of construction of the structure. The THC CLG staff recommended Ms. Bedford called <br />the THC Architectural Reviewer for guidance. Mrs. Bedford contacted THC division of <br />Architecture and spoke with Lydia Woods; representative for this area. Ms. Wood did some <br />research and called back Ms. Bedford just prior to the meeting. Ms. Woods commented <br />that the structure was not on the survey for 1985 or 2006 draft, and that no negative effect <br />would be made to the district should this building have this type of roof. Commissioner Dux <br />asked if the metal roof was used in 1973 and Commissioner Peeples stated that that type of <br />roof was used during the 1970's. Commissioner Allcorn asked if there were any more <br />questions for Ms. Conrad, hearing none called for a motion. <br />A motion was made by Commissioner Knox to approve the Certificate for the R panel type <br />roof based on the structure less than 50 years old, size and scale of the structure, noting the <br />r panel metal being consistent materials used at the time of constructions as stated the <br />design standards and would have no negative affect on the district. Motion was seconded <br />by Commissioner Peeples, Motion carried 5 - 0 <br />* Additional note: Ms. Bedford, HPO spoke with former Historic Preservation <br />Commissioner and Historic Architect for research.
