9. Approve revisions to the Fairgrounds Exhibit Building Use Policy. Regular Agenda 10. Discuss and conduct the first public hearing on an Ordinance Disannexing three tracts of land being 1.16 acres, 2.45 acres and 160.7 acres for a total of 164.31 acres in size located in the southeastern corner of the Chisum Abstract #175 and the northeastern corner of the Bourland Abstract #70 which is 0.75 miles northwest of the intersection of FM Hwy 79 and NW Loop 286, with the 1.16 acre and 160.7 acre tracts being located along the north side of FM Hwy 79 and the 2.45 acre tract being located along the south side of FM Hwy 79and consisting of addresses ranging from 3194 FM Hwy 79 to 3930 FM Hwy 79, of the City of Paris, Lamar County, Texas. 11. Discuss and act on a Resolution canvassing the returns for the General Municipal Election held on May 7, 2016, for Council District 6; Declaring the Winner in said Election; Acknowledging the Results of Prior Council Action Declaring Candidates as Elected to office for Council Districts 1, 2, and 3 as a result of having been Unopposed for Election to Office; Declaring the Terms of Office; Making Other Findings and provisions related to the subject; and providing an effective date. 12. Recognition of outgoing Council Members for their service. 13. Issuance of Certificate of Election; Administer Statement of Elected Officer to Council Members; and Administer Oath of Office to newly elected Council Members. 14. Election by City Council of Mayor and Mayor Pro Tern to serve the City of Paris for the next year. 15. Discuss flooding of houses in city areas, and take action on appropriating funds from General Fund Reserves and other sources for drainage improvements, in an effort to avoid future occurrences. 16. Discuss and act on an Ordinance authorizing sale of the property at 811 Bonham Street (the old police station). 17. Receive presentation from NewGen Strategies & Solutions, LLC regarding the 2016 Water and Wastewater Cost of Service Study. 18. Discuss and act on an Ordinance approving a Negotiated Settlement between the Atmos Cities Steering Committee ( "ACSC ") and Atmos Energy Corp., Mid -Tex Division regarding the Company's 2016 Rate Review Mechanism Filings; Declaring Existing Rates to be Unreasonable; Adopting Tariffs that reflect Rate Adjustments consistent with the Negotiated Settlement; Finding the Rates to be set by the Settlement Tariffs to be Just and Reasonable and in the Public Interest; Requiring the company to Reimburse ACSC's Reasonable Ratemaking Expenses; Determining that this Ordinance was passed in accordance with the Requirements of the Texas Open Meetings Act; Adopting a Savings Clause; Declaring an Effective Date; and Requiring Delivery of this Ordinance to the Company and the ACSC's Legal Counsel.
